With the huge energy caused by the scientific and technological achievements into social productivity being releasing continuously, countries gradually pay attention to scientific and technological promotion to the economy all over the world, and carry out the strategy of technological power and talent competition one after another. In particular, the success of British Cambridge Science Park and American Silicon Valley further confirmed that"Science and Technology+Talented Person+Policy"can not only promote the rapid development of a regional economy, but also pull on the economy around the regional, and even make the entire national economy to take off. Based on so, this paper studies the subject of high-tech zones(full name: High–tech Industrial Park or High–tech Development Zone) sci-tech human capital, and uses the method of ecological theory model to research ecosystems,population,individual organisms in natural world. The purpose is to use a new perspective, starting from the object itself, which is contrary to from-outside-to-inside direction of researching human capital and other related objects at present, then brings forward to building programs about environment improved and policy made to suit sci-tech human capital strock growth.First of all, this paper sorts sci-tech human capital theory out, and summarized the theory of our country human capital theory development process. There are three stages to show the characteristics of human capital theory at our country situation; And it defines the concept of the human capital in order to make sure the study object and the study scope. Meanwhile, it studies comparatively on the more successful operation mode in the special domain of sci-tech human capital, which is between domestic and foreign high-tech zone, and lists the similarities and differences of external factors of sci-tech human capital.Secondly, this paper builds on interdisciplinary model framework based on ecological thought, and mainly focus on niche theory as well as its measure model, including niche theory,niche breadth model and niche overlap measurement model, ecological field theory,ecological dominance,diversity index model and evenness index model,niche construction theory,evolutionary inertia model and evolutionary momentum model and so on. It studies the similarity to fit between ecological object and sociological object, and proves that the use of interdisciplinary brings the feasibility of a new picture and the great value of theory-pratice from the theoretical point of view.Finally, it does the empirical research from the six aspects about sci-tech human capital at our high-tech zones, which are structure ecological fitting,innovation ecological fitting,perception ecological fitting,flow ecological fitting,overlapping ecological fitting,evolutionary ecological fitting. Moreover, it builds several ecological fitting models from different dimensions of sci-tech human capital at high-tech zones. Therefore, it can be relative true to reflect the reality and problems, and is able to supply constructive comments and suggestions for making policy and operating high-tech zones. Furthermore, it has an important guide with more quantitative as the practical operation.
