Information system integration has pushed forward establishement of enterprises'internal integrated management platform, through which the enterprises may realize a"1+1>2"promotion of internal benefits. From perspective of recognizing management, this means enterprises may integrate more knowledge accumulation in management practice than the amount operated in isolated systems, so as to support the increment of knowledge to realize knowledge innovation inside enterprises.However, the combined participation of the owner enterprises, the system integrators and the original system service providers also brings difficulties to realization of cooperative innovation, in addition to the increase of benefits. The re-allocation of benefits triggered by information system integration drives the participants to form different focuses on needs; knowledge innovation requires investment of time and human labor, and whether cost sharing is reasonable will directly affect the participants'behaviors for knowledge innovation. Whether compensations to investment of resources are reasonable will further affect the participants'behaviors for knowledge innovation. Therefore, to analyze the hierarchy of needs by the participants for knowledge innovation from perspective of behaviors during the process of knowledge innovation, and according to such hierarchy of needs, to employ proper encouragement mechanism becomes a key matter in promoting knowledge innovation and ensuring successful integration of information system.Based on the assumption of the"behavoiror", Maslow's Hierarchy of Needs is introduced to analyze the multiple motives of information system integration subjects in their participation in knowledge innovation; a knowledge innovation motive model is built based on the hierarchy of needs; and the motives of all levels of needs are detailed in combination with the characteristics of information system integration and characteristics of knowledge innovation in information system integration.Based on the analysis of hierarchy of needs and due to that learning motive is a key level among the multiple motives for knowledge innovation, the cost model of knowledge innovation is built from perspective of knowledge accumulation to discuss realization of knowledge accumulation under circumstances that the original system service providers do not share the knowledge innovation cost and the original system service providers commit to share the knowledge innovation cost, so as to build an encouragement mechanism for knowledge innovation based on satisfaction of learning motives.Based on the analysis of hierarchy of needs and the internal recognition becoming a critical motive of the subjects for participation in knowledge innovation, the title mechanism is introduced. Based on the depiction stage of knowledge innovation, applicable title mechanism of knowledge innovation at the third stage is combined to build an encouragement mechanism for knowledge innovation based on satisfaction of recognition motive.Take the information system integration project started by China Mobile, Chongqing Branch as an example, the hierarchy of needs model is adopted to analyze the subjects' motives for knowledge innovation. As for satisfaction of the learning motive, the cost sharing model is taken as the basis for calculation of cost sharing proportions in knowledge innovation; as for satisfaction of the recognition motive, the title system is employed to determine the compensation proportions and range for different stages of knowledge innovation, so as to complete building and application of the encouragement system for knowledge innovation based on hierarchy of needs.
