Research On Evolution And Implementation Mechanism Of Industry Security Of Domestic Equipment Manufacturing Industry

Equipment manufacture industry, as the basic and strategic industry provides technical support for the national economic development and the national defense construction. Our country's equipment manufacturing industry is large but not strong as a whole, and now a lot of industry security problems stil exist in its development. At present, the development of China's equipment manufacturing industry is confronted with the international environment in the trend of global financial turbulence and world economy weakening and degenerating, as well as the homeland environment with appeared indications that macro economy increasing speed has slowed down and the fundamentals of which remain sound. Besides, industry security problems under the competitive environment opening to the outside world are dynamic, and in the future competition relation and trade friction between China and the main world economy bodies will tend towards more complicated. Under such background, this paper evaluates the present situation of the industry security of domestic equipment manufacturing industry, and presents the design concept for the construction of a long-term security mechanism suitable for China for defending the industry security of our equipment manufacturing industry.In this dissertation, on the basis of using the economic mechanism design theory and other related basic theory for reference, four aspects of analysis and research are developed with synthetic method of qualitative and quantitative analysis, the synthetic method of empirical and normative analysis, the synthetic method of static and dynamic analysis as well as the comparative analysis. The first is the industry security analysis of domestic equipment manufacturing. On the basis of retrospect its development track, the industry security status quo of Chinese equipment manufacturing industry is re-examined, a more-depth, systematic analysis and study on many major industrial safety problems of Chinese equipment manufacturing after joining the globalization is developed, and reasons leading to unsafe are analysed in the round. All of these provide a basis and direction for preserving the industrial security of China's equipment manufacturing industry. The second is the industry security measurement and demonstration of domestic equipment manufacturing. Indexes are selected scientifically and an evaluation index system of the industry security of Chinese equipment manufacturing is set up. Especially, a concrete quantitative evaluation of the financial support efficiency index in the process of the equipment manufacturing's domestic operation is given. And then based on Data Envelopment Analysis (DEA) method an estimation model of industrial safety degree is set up, the status quo and trend of the industry security of domestic equipment manufacturing are measured and analysed, and on the basis of it further analysis through the projection analysis is developed in order to obtain the improvement direction of improving the industry security level of Chinese equipment manufacturing. Besides, problems of important technique equipment import and equipment export that is of great significance are selected to carry on empirical analysis. Empirical research methods of the co-integration analysis, the error correction model and the Granger causality test, etc. are attempted, and combined with actual data for a longer period the impacts of equipment import and export on domestic equipment manufacturing's industry security are studied from the perspective of quantitative analysis. The third is using the industry security implementation mechanisms of international equipment manufacturing for reference. The industry security guarantee mechanism of developed countries with strong equipment manufacturing industry such as Japan, USA and South Korea in the development process of the equipment manufacturing industry is compared and used for reference. In doing so, its ultimate meaning is"stand on the shoulders of giants", so as to grant us a useful inspiration and avoid detours. The fourth is the conception of constructing the industrial security mechanisms of domestic equipment manufacturing industry. In response to the increasingly severe external challenges, design ideas of domestic equipment manufacturing's industry security implementation mechanism against risks of external sources are put forward, and they include regulatory mechanism of foreign capital merger and acquisition, trade remedy mechanism, industry injury early-warning mechanism, industrial security dialogue mechanisms which is international interactive. In response to endogenous risks and to enhance international competitiveness, the important role of government and government regulation is emphasized, and respectively, policy recommendations related to the three outstanding issues of the independent innovation capacity, industrial restructuring and transformation and upgrading, industrial agglomeration and mergers and acquisitions are offered...
