There are two completely opposite efforts existed in interactive development between port and city; all have a kind of driving force to promote mutually and develop jointly in economy, and another kind of constraining force to hinder and restrict reciprocally in both respects of resource and environment. These two efforts rely on but condition each other, which constitute port-city interactive basic contradiction mechanism. Nevertheless, at the moment domestic port-city related optimization study mostly focus on mutual motivation between port and city in economy progress, but neglect both restriction in resource consumption and environment pollution, thus obvious limitation exists. Therefore, the thesis is guided by the Green Conception and builds port-city interactive development optimization model and algorithm with dialectical thinking. Detailed research essentials are listed as below.Firstly, the thesis proceeds from the Scientific Outlook on Development, bases on fundamental study thinking of the Green Conception, and points out to process port-city interactive development optimization it is supposed to comprehensively consider three aspects of economy development, resource consumption and environment pollution within the interaction between port and city, so as to eliminate the limitation in present port-city interactive study which merely regard economy development but overlook resource economization and environment protection. The optimization thought reveals dialectical thinking pattern far more accordant to objective realities, providing theoretical support to following study on optimization model and solving algorithm.Secondly, in present academic field, qualitative research analysis is mainly utilized in port-city interactive optimization domain, while quantitative research achievement with inference analysis as mainlinelacks. In order to resolve the problem, the thesis is on the basis of the Green Conception dialectical optimization thinking pattern, synthetically applies the Green GDP and Input-Output method, and constructs port-city interactive development multistage dynamic optimization model, In the model, the Green GDP is exploited to structure the model's optimization objective function; yet Input-Output method is taken advantage to describe model's constraint conditions.Thirdly, due to the existence of time variable, it requires comprehensive simulation of the time progress in port-city interactive development to fulfill optimization. Hence, genetic algorithm and system dynamics are introduced to construct port-city interactive dynamic optimization algorithm in model solving. Hereinto, genetic algorithm is to establish the rules of hunting for solution in feasible region and system dynamics to simulate the dynamic variation process of industrial evolution between port and city to acquire a variety of parameters.Fourthly, aimed to verify the model, the thesis chooses the port-city interaction in Shanghai district as an example to conduct empirical study with the proposed optimization model and solving algorithm. The empirical study indicates the optimization model and solving algorithm enable to synthetically take economy development, resource economization and environment protection into account to carry out optimization study and the optimization results are even more scientific and reasonable, which could offer the port-city interactive development planning correlated departments effective quantitative decision support.The research of this paper emphasis is on how to consider economy, resource and environment to build port-city interactive development qualitative optimization model and its solving method. From the aspect of the effect, the model could fully demonstrate scientific thinking in port-city interaction and the algorithm could achieve satisfied solution on the premise of global search guaranteed; it meets the practical requirement on port-city interactive optimization and is of evident significance in both theory and practice.
