As the market economy of our country has witnessed an in-depth development, the media industry is also developing fast. Human resource competitiveness is becoming an important indication of the competition and an effective means to promote the orderly development in the media industry. In recent years, the relevant issues catch many scholars attention. This paper analyzes the development and status of the media industry, analysis of past and present of the media industry, presented the perspective of human capital development based on media competitiveness of human resources objective requirement and necessity. Subsequently, with the view of own characteristics of human capital, characteristics of human capital investment, human capital, organizational characteristics, the value of human capital characteristics of these four dimensions of human capital and competitiveness of human resources media industry analysis. The author from the human resources and human capital perspective to analyze the relationship of human resources and to compare the characteristics of human capital analysis, human resources and human capital at the macro and micro level analysis of the relationship. From the perspective of the media industry to its own characteristics, around the operating system media, hierarchical content of the media works, media brand and the media the four dimensions of human resource reserve of human capital and competitive media industry relationships of human resources. By multi-angle, multi-dimensional analysis, this paper has found the link between human capital and the media competitiveness of human resources. By using the method of combining the theoretical research and the empirical research the thesis is to propose the evaluation system and modeling of the human resource competitiveness in the media industry which is on the basis of related research findings of human capital theory and the characteristics of Dalian, in the meantime to improve the human resource competitiveness by obtaining the weighted value of the evaluating indicator through the AHP(analytic hierarchy process),the thesis implement far-reaching at theoretical level and the realistic level. Finally, this paper use the Dalian TianTu cable TV network Co., Ltd. as a case, and tap their recruitment and training, incentive and restraint mechanisms, and several aspects of corporate culture to improve competitiveness of human resources initiatives. Furthermore, from a practical point of view to understand the role of the practice model, build model from the microscopic to deepen understanding.
