On November 7,2017,the National Conference on Financial Services for Small and Micro Enterprises was held in Beijing.Premier Li Keqiang of the State Council stressed the importance of small and micro enterprises to employment and economic development.The meeting called on all localities to carry out the spirit of the Nineteenth National Congress in depth,conscientiously implement the deployment and guidelines of relevant work in the financial field,and bring convenience to the real economy.In addition to policy support,the development of small and micro enterprises also need to attach great importance to the development and training of talents,especially for the media,new talents can promote the transformation of the media industry.Due to the attention paid to human resources management and development in the field of media in China,and the support of a large number of hardware facilities and policies,there are still problems in the improvement and perfection of human resources management and development of media in small and micro enterprises.Therefore,this paper focuses on Hangzhou small and micro private media companies to study the optimization of human resources allocation of GM media companies.Firstly,this paper clarifies the research direction of the subject by sorting out and analyzing the domestic and foreign literature.Starting from the mechanism of human resource allocation,this paper introduces the related theories and literature collection,case analysis and mathematical modeling methods of human resource allocation and types of human resource allocation of small and micro private media companies.Then,based on the principle of human resources allocation of media companies,under the environment of human resources allocation of small and micro private companies in Hangzhou,this paper expounds the current situation of human resources of GM Media Company,and combs the total,structure and distribution of human resources of the company.Based on this,this paper studies the main problems existing in the human resource allocation of GM Media Company and their causes,and points out the advantages and disadvantages of the personnel allocation of GM Media Company.On the basis of the above analysis,in view of the problems,combined with relevant theories and drawing lessons from domestic and foreign experience,this paper puts forward strategies to solve the optimization of human resources allocation in GM Media Company,including optimizing the structure of personnel posts,refining the quantity and quality of decomposition work,optimizing the human resources training mechanism,and at the same time,realizing diversified external human resources allocation and improving the media human resources access and exit.To improve the external allocation mechanism of talent resources of small and micro private media companies in Hangzhou,we should improve the market supply mechanism of managerial talents and the promotion of the labor dispatch system of media human resources.To sum up,this paper explores the human resource allocation mechanism of GM Media Company from the perspective of small and micro enterprises in Hangzhou.Through the study of the mechanism,it analyses the shortcomings of the existing mechanism,the reasons for the shortcomings,and puts forward some suggestions on the improvement of the targeted mechanism or the reconstruction of the mechanism,so as to elaborate the application value for GM Media Company and even the small and micro media companies in Hangzhou area.Value of the research results,and provide valuable experience for similar companies in other social areas in the human resources allocation mechanism.
