Process-oriented Scientific Research Project Evaluation Methods

As China's economic development and overall national strength enhancement our country have more financial resources to invest in scientific research, on the other hand the economic development needs more in-depth scientific research. On the impact of these both two influences, the last few years, our investment in research, especially in scientific research projects, increase sharply in the number of scientific research, such as the National Natural Science Foundation sets up more projects and provides more finance in recent years. In this context, it becomes increasingly prominent on the evaluation of scientific research projects. From the project foundation to the intermediate examination, then the project finished, scientific research and the entire research process must be involved in evaluation. Now scientific researches include various sub-sectors evaluation problems of the whole process, such as the various evaluation methods just towards the pre-evaluation or performance evaluation, and systematic evaluation of the whole process of scientific research are not enough. Therefore, this evaluation of process-oriented scientific research projects has practical and theoretical significance.Based on above, this paper proposes an idea of process-oriented scientific research project evaluation, and as the respective characteristic of pre-evaluation, interim evaluation and post-evaluation, it is presented their own evaluation techniques and methods.In scientific research project pre-evaluation, pre-evaluation often uses peer review law as the main method, it is often difficult to deal with uncertain information, combined with the existence of some unknown or imprecise factors, and it is hard to conclude the assessment of consensus with different expertsare, and there project is considered as non-consensus project. Evidence theory as a decision-making technique is able to better deal with uncertain information. In response to these kind of non-consensus projects, it is present evidence theory in order to improve the peer-review-based pre-evaluation, results show that the modified method not only has shown improvement in the evaluation of the effectiveness and accuracy, but also to meet the simplicity requirements.For research projects in the interim evaluation, as the characteristics of dynamics in evaluation process, it is put forwards system dynamics as the simulation tools to solve the dynamic and processing evaluation. It is established the system dynamics evaluation model, and do simulation experiments with this model. This method can be good throughout the whole process of research process, and grasp dynamic situation of evaluation. It is a continuing evaluation methods, and provide a newly evaluation perspective of computer simulation. In post-evaluation of the scientific research, performance evaluation is the major aspects of post-evaluation, this paper aimed to discuss the performance evaluation. Post-evaluation conclude research highlight, personnel training, application and other factors promotion, and these factors exists between with nonlinear, complexity and feedback. ANP method, which is proposed based on the AHP and combine qualitative and quantitative ideas, is used to solve the feedback mechanism between various elements. Thus, it is proposed ANP-based research project post-evaluation, and it is established evaluation index system. This method integrates both subjective and objective aspects better, and this paper also carried out specific examples to deal with related evaluation.
