| Project of conceding the land to forestry is very complicated system engineering. Realization of interests of peasants is key point to sustainable development of the engineering. Though the project has made a great achievement (improved the regional ecological environment tentatively, promoted agriculture's structural adjustment and local economic development, increased the economic income of peasants, upgraded people's concept, relieved the 'Three Rural' Issues etc.) since 2000. However, the improving pace of the income is still very slow for peasants. Even, most incomes of peasants come mainly from the subsidy of country at present in some places. It is urgent to make a theoretical research on constructing a set of mechanism to increase peasants' income as soon as possible, and guarantee realizing their long-term interests.The paper, at first, proposes that the engineering needs urgently to study the mechanism that can realize long-term interests of peasants for guaranteeing sustainable development of conceding the land to forestry basing on summing up forefathers' theoretical research. Secondly, the author reviewed history of conceding the land to forestry and grass at home in an all-round way .Then the contradiction and conflict among the peasant household , government ,and market of reforesting formerly cultivated land district basing on analyzing exist implement and restriction factor of increasing peasants' income. In addition, it proves that necessity of realizing peasants' interests from the relationship between sustainable development and guaranteeing peasants' interests. Again, it proves the possibility to construct the mechanism in light of subsequent industry development model of Wuqi County. Finally, it gives a set of mechanisms of realizing peasants' interests which includes market incentive, education leading, ecological industrialization, institution guaranteeing, and improving government service to realize the mechanism, and provides the reform suggestion on rural banking system, agricultural cooperative association and land system. |
