Especially from the Gray Comprehensive Evaluation of the safety and early warning indicator system to study the design of the establishment of reserve bases in the security management mechanism, from the device management and maintenance, storage, quality assurance and other oil operations at the operational level on the cost factors that most directly affect the cost to explore the reserve storage management, and the use of quantitative and qualitative analysis of two kinds of measurement methods on the performance of labor reserve base for accurate, quantitative assessment of scientific model building, in order to improve China's oil reserve management system, providing the theoretical tools and practical countermeasures and proposals.
