| China is a large agricultural country where the rural population counts for its majority. The agriculture, rural areas and farmers concern the party and the country's overall development, and are also the most important tasks for the whole party. The key issue of "three-dimensional rural issues" is the farmers, while the most prominent problem for farmers is the difficulty in increasing their income. The main difficulty for them to increase the income is due to the low-qualification. Therefore, it is an urgent matter to develop the human resources in rural areas, which can turn the quantity of human resource into quality labor force.The eastern region plays a decisive role in China. The eastern rural economic development has absolutely no room for weakness. However, there is a long-term shortage in rural human resource development and it has seriously affected not only the increase of rural economy, but also the successful transfer of rural surplus labor force, the realization of agricultural modernization, the increase of farmers income, the well-off society and the construction of socialist new countryside in eastern region. Therefore, the study of eastern rural human resource development enables to actively explore the measures to improve the rural labor force quality, which is a key to develop the eastern rural economy and to solve the "three-dimensional rural issues".The low human resource development in eastern region lies on one hand in its performance gap with the urban area, on the other hand in the disparities with the developed countries. Study of the eastern region rural human resource development will provide not only ideas to reduce the gap between the country's eastern rural human resource development and the developed countries but also new approaches to narrow down the urban-rural human resource development gap of the eastern region. It also has important practical significance in narrowing the urban-rural income gap and coordinated development of urban and rural areas in the eastern region.In the course of the study, we should have an integrated use of economics, management science, sociology, demography, education, psychology, statistics and other scientific theories and knowledge, from the perspective of coordinated urban-rural development and regional development, under the guidance of Marxist politics economic theory and the scientific outlook on development, focusing on linking theory with practice, adopting methods that combining normative analysis and empirical analysis, qualitative and quantitative analysis, lateral and longitudinal comparative analysis, deduction and induction to have a systematic and in-depth study of China's eastern rural human resource development issues.The main content of this study is divided into six sections. The first part or the second chapter specifically illustrates the conceptual and theoretical basis in human resource development in rural areas. The second part or the third chapter gives a detailed analysis on the status quo and problems of rural human resource development that exist in the eastern region, of which the status quo of rural human resource is analyzed in quantity, quality and structure. It shows that the current features of rural labor forces consist of huge numbers, low quality and structural imbalance. The eastern region rural human resource development has problems include inadequate investment in rural education and training, unreasonable educational goals, inadequate investment in health care, labor migration obstruction. The third part, chapterⅢⅤ, studies the factors that affect the eastern rural human resource development. They include policy factors, institutional factors, market factors, organizational factors, conceptual factors and income factors. PartⅢⅤ, the fifth chapter, is learned from the advanced experience of the United States, Germany, Japan, Korea and other developed countries in rural human resource development. PartⅤ, the sixth chapter, combining with China's own conditions, taking into account the actual situation in the eastern region, studies development model on the eastern region rural human resource. The eastern region is divided into relative developed areas and relative less developed areas. PartⅥor ChapterⅦproposes the overall objectives and guiding principles of the human resource development in rural areas and builds a rural human resource development system in the eastern region. The development system is divided into four subsystems, namely the scientific and rational rural education and training system, the comprehensive and effective health care system, a stable and orderly labor migration system, and finally an integrated system of regional coordinated development. |
