Study On The Risk Early-warning Management System Of Overseas Port Construction Project

In recent years,with large-scale domestic infrastructure construction slowdown in the growth,more and more Chinese enterprises work actively to open up overseas construction market.But for the overseas constructions,they have to face to a totally different political,economic,legal,as well as the humanities and social risk environment.Some of the construction companies lack of consideration of the risk, which delayed and make losses on the project,give a bad affection on the image of the companies and the development of the overseas market.So is the domestic port construction market.Most of the Chinese overseas port construction markets are located in developing country,such as Africa,Middle East,South Asian.Those areas have the features of large investment,long construction period,lack of project resources,bad environment and fluctuation of political environment,which lead the project to failure risk.In order to realize the precautionary of the risk and high-risk emergency response to losses,there is an urgent need for the study on risk early warning management of overseas port construction project.From the current literature review of domestic and international,the study of early warning to overseas for risk management of port construction project has not started yet,but the research on the early warning of overseas construction has attracted attention gradually.Even though, the focus of the researches are fixed on the traditional risk management,seldom of them cares the formation mechanism and features of the overseas project risk and from the view of early warning management and emergency management.That is the researches on risk early warning and emergency management are not carried out.Based on the characteristics of overseas port construction environment and management,according to the theory of project management,risk management,early warning management and the empirical investigation on the overseas companies and port construction projects,this dissertation analyzes the risk structure and risk formation mechanism of overseas port construction.This dissertation constructs the risk early warning management theoretical system on overseas port construction projects,including its objectives,functions,organization,operational mechanism and workflow.By empirical investigation and the mechanism,this dissertation also constructs the monitor index system of early warning management and the choice of fuzzy comprehensive evaluation method based on the five periods of the Construction project life cycle.The theory of risk early warning management of overseas port construction is used to put into practice on the risk early warning management of Jeddah Port construction.The conclusions and innovation of this dissertation are showed as follows:(1)Systematic study on the structure of the risk and formation mechanism of overseas port construction is carried ou.This dissertation addressed that the main reasons lead to the failure of the overseas port construction are the bad environment. This dissertation also analyzes the path of the risk formation in the five stages of the life cycle.They are project bidding decision-making,contracting,preparation, implementation and final acceptance.(2)Preliminary addressed theory of early warning risk management on overseas port construction project.This dissertation probed the principle of risk early warning management,target system,functions,organizational design,as well as the mode of operation of the overseas port construction project.(3)Established an operational early warning system of monitoring indicators for the decision-making phase of the project,the contract phase,the preparatory phase, implementation phase and the final acceptance phase,which made up the only research on one stage of the project risk management research.(4)Researched on the system of early control courtermesures and contingency plan. Take the research lead in the function of early warning and contingency plan for the layer of project management.
