As E-government was put forward in 1990's, the research and practice of E-government has carried out bountiful analysis and exploration from many perspectives such as politics, economy, culture, technology, society, law and so on. Under the influence of public administration theory and process reengineering, the objects of E-government, that is high quality of service, effective management and supervision, have become more important than ever. E-government has also stepped into the developing phase, which takes service and process as the main subject. City E-government, which depends on sub-area cooperation primarily and provides service to the public directly, receives high attention throughout the world. Therefore, the dissertation takes city E-government process as research subject.Two big management innovation and theory breakthrough—which may play an important role in city E-government process research—have appeared in current research, that is griddization management theory and the theory of distance of information-state transition (DIT). Some griddization management experiments have already been carried out in city E-government. Fundamental research of griddization management theory has also made preliminary progress. DIT theory has formed into a relatively dependent and complete theory system. However, these two kinds of theories have not yet aroused universal interest until now. In view of this situation, the dissertation, supported by National Natural Science Fund item"Research on the Theory and Application Prospect of Griddized Management"and"Foundamental Research on E-Government Management Theory and Method"and based on griddization management theory and DIT theory, develops concrete research of related problems in city E-government process.There are many problems in current research of city E-government process, including, but not limited to process terminal demand recognition, process information security defense, process application model development, and interaction with administrative systems reform. According to literature review and related analysis, the main research problems of the dissertation are: How to optimize city E-government process and design whole optimization development pattern under government change, how to measure and evaluate city E-government process directly, especially from the public perspective, how to simulate different development pattern of city E-government process and compare them quantitatively, and how to adopt appropriate strategy to promote the realization of the whole optimization development pattern. The dissertation launches concrete research gradually as follows:First, research whole optimization development pattern of city E-government process (griddization city E-government process, or griddization process), based on current achievements of griddization management theory. Second, study the direct quantitative calculation model of city E-government process from the public perspective, based on distance of information transition (DIT) theory. Then simulate griddization and non-griddization city E-government process and compare them quantitatively. Finally discuss the realization strategies of griddization city E-government process deeply and research its applicable examples.Through the above systematic research, the dissertation expects to solve the above problems theoretically, and then confirms the theoretical research achievements through analyzing a practical case of griddization city E-government process realization and implementation. Finally, the author wishes the research can lay a rationale base and provides a useful model for our country's city E-government process research and its implementation and application. The dissertation also combines qualitative and quantitative research, conceptual model, simulation model and game theory model to deepen city E-government process research.Main work and conclusions of the dissertation:1. Research on the problems and causes of current city E-government process, and establish whole optimization development pattern of city E-government process based on the research achievements of griddization management theory.Based on the discussion of city government level structure, the dissertation points out the problems of current city E-government process, such as public service, process management and process supervision and so on. Then the dissertation introduces and analyzes the griddization management theory, such as its definition, characteristics, basic process and implementation content, which could provide feasible solution to the whole optimization problem. According to the above analysis, the dissertation has designed and established city E-government process development pattern based on griddization management, analyzed its design approach, organization level, basic process and information structure thoroughly. Finally the dissertation discusses the basic characteristics and success implementation premises of griddization city E-government process.2. Research on the current direct quantitative calculation approach and problems of city E-government process, and establish direct quantitative calculation model (from the public perspective) of city E-government process based on DIT theory.Through the analysis of beneficiaries and the current measurement framework, the dissertation points out that its weakness lies in how to directly calculate the convenience of obtaining public process service. Since the public obtain service through the city government gateway website, the dissertation thoroughly discusses the measurement method and model of website'convenience, and then digs out the key problem lies in lack of measurement theory. According to the above analysis, the dissertation introduces and summarizes DIT theory, which could provide feasible solution to this problem. Based on DIT theory, the dissertation has constructed the public DIT measurement model of single and overall process, and has discussed measurement model of public, government and multi-main entities. The dissertation has also applied the public DIT measurement model to calculate public convenience directly.3.Research on the quantitative comparison of griddization and non-griddization city E-government process, divide city E-government process into griddization process and other two kinds of patterns, and construct logic simulation model and service quality evaluation index. According to the goal of city E-government process simulation, the dissertation adopts public DIT and other five commonly used indexes to measure its outcome, based on simulation theory, simulation technique and Arena software. The dissertation also divides the city E-government process into three kinds of different patterns, that is CEG I, CEG II and CEGIII (griddization process), based on systematic analysis of city E-government process. Then the logic simulation model has been designed and constructed, and quantitative comparison and optimization analysis of different pattern have been carried out through examples'simulation. The outcomes of example under same conditions indicates that most indexes of CEG III are superior to those of CEG I and CEG II.4. Research on three main problems—griddization process beneficiaries coordination, smooth running, promoting and its application—existed in the realization and implementation of griddization city E-government process, and propose the benefit coordination strategy, the normative management strategy and the SPIPRO strategy correspondingly.Based on benefit affect analysis of griddization process'realization and implementation, the dissertation has constructed department information sharing gamble model and designed different kinds of motivation mechanism especially, subsequently, analyzed its influence to the office-bearers and the public, and proposed the corresponding benefit coordination strategies. Per the concrete implementation and operation of griddization process, the dissertation has proposed the concrete content of normative operation as well as the approach of norm's design and implementation. In view of griddization process'application, the dissertation, based on its self-increasing-difficulty characteristic analysis of process'application, has discussed concrete SPIPRO strategy of griddization process'application from application depth, application domain and application region.5. Research on a practical case of griddization city E-government process realization and implementation, i.e. griddization management of Shanghai urban construction.The dissertation has discussed the implementation approach, general process, information process and implementation plan of Shanghai urban construction griddization process. Furthermore, the dissertation has analyzed social benefits and statistical results of Shanghai urban construction griddization process. Finally, the dissertation has evaluated Shanghai urban construction griddization process from the perspectives of public information distance, griddization process'characteristics and three realization and implementation strategies respectively, and tried to provide a reference for its applications in other government domains or in other cities.Main innovations of the dissertation:1.Apply griddization management theory to the research of city E-government process design and optimization, establish whole optimization development pattern of city E-government process based on griddization management theory, and provide a reference for the solution of its service, management and supervision.To solve the current problems and to satisfy the whole optimization demand of city E-government process, the dissertation researches the basic characteristics, such as (system structure, business process, public service, resource management and business supervision), basic process and content of griddization management theory, which could provide feasible solutions to the current problems. Then based on griddization management theory, the dissertation establishes the griddization city E-government process, which intends to realize transparent service, information sharing, highly effective management and supervision. The dissertation also proposes the idea, functional characteristics and possible acupoints (namely monitoring key point) of city E-government process supervision, based on human meridian system theory of traditional Chinese medicine. Griddization city E-government process provides feasible solutions to current problems of city E-government process. 2. Apply DIT theory to the research of city E-government process quantitative measurement, establish series direct quantitative calculation models of city E-government process based on public DIT, and improve its quantitative measurement theory and provide a useful reference for comparison of griddization and non-griddization city E-government process.To solve the direct quantitative calculation problem of city E-government process, the dissertation points out the key problem lies in lack of basic unit to support direct calculation of public convenience by analyzing the whole measurement framework. The dissertation adopts DIT theory, which could provide the feasible solution to this problem. And then the dissertation establishes series direct quantitative calculation model of city E-government process based on public DIT. With the research achievements of griddization process, the dissertation constructs logic simulation models of griddization and non-griddization city E-government process, and carries out quantitative comparison and optimization analysis of different patterns through examples'simulation by Arena software.3. Propose benefit coordination, normative management and SPIPRO strategies for griddization city E-government process realization and implementation, eliminate the main barriers for practical application of griddization city E-government process.Since the implementation of griddization city E-government process will affect the benefits of all stakeholders, the dissertation proposes government departments'benefit coordination strategy (budget compensation, benefit shift and cooperation revenue sharing) ,office-bearers'benefit coordination strategy(education training and achievement evaluation) and the public coordination strategy(propaganda promotion, education training and fund subsidize), through game theory analysis or role analysis. As to the norm problem of griddization process implementation and operation, the dissertation proposes concrete normative system, general implementation approach and route of norm design and implementation. In view of self-increasing-difficulty characteristic of griddization process application, the dissertation proposes general framework of SPIPRO strategy and several concrete SPIPRO strategy (from application depth, application domain and application region perspectives).
