Analyses On The Quality Of Information Resources Allocation

With the rapid development of information technology , the phenomenon of information alienation grows from covert to overt,which imposes a great obstacle to human on information catching and information using. So we must control information alienation, promoting the quality of Information Resource allocation. As one of the economical resources, Information resource is playing more and more important role in the process of promoting the development of economy. As a kind of renewable resource, Information resource must be optimized allocated.Now judged by the economic development condition of all countries over the world, there has obvious distinctions of stages in this field in China. Both various focal points and leading industries of economic development occurred at the various stages. China has been entering into a stage of economic development only being promoted by the restructuring,The writer considered that it should apply the input-output analysis to the study of restructuring as the basis and use the data and models of input-output to calculate and forecast the restructuring orientation in recent and future periods in order to optimize its structure and obtain effective allocation of information resources. Proceeding from input-output analysis of 4-rank industry, the thesis researched in its input and output conditions, input-output ratio and contribution rate to GDP. By means of condition analysis of input, output , and benefit of 4-rank industry in 1987,1990,1992,1995,1997,2002. Especially of the information industry, the thesis tried to determine inductivity and impact force to national economy of each sector of industry, to appraise the industrial progress of China in recent stage, to reveal the problems existed in industrial structure, to research the factors influencing industrial structure, to provide the concepts of policy of industrial restructuring and to forecast the trend of information industry development in the future.What problems we have in the real information resource allocation? This paper is divided into several parts: A brief explanation of the basic connotation; The analyses of the standards of the allocation of Information Resources; The contents of allocation of the information resource; Exploration how to realize the information resources allocation efficiency; The present paper explores the prerequisites to the quality allocation of Information Resources; Analyses DES model of information resources. On the basis of three aspects relation of information resource demand and information resource supply and information resource environment, points out the projects of improving quality allocation efficiency on information resources; The writer considered that it should apply the input-output analysis to the study of restructuring as the basis and use the data and models of input-output to calculate and forecast the restructuring orientation in recent and future periods in order to optimize its structure and obtain effective allocation of information resources.The thesis adopted a combinative analysis method, i.e. normative analysis combined with positive analysis; qualitative analysis combined with quantitative analysis. Industrial economy theory was adopted in normative analysis which was applied to make qualitative analysis for what orientation would be chosed to the restructuring of industry of the country industrializes as China. And dealing with the facts of China, positive analysis was applied to analyze the orientation of industrial structure of China. While proceeding conventional analysis with statistical data, the conclusion obtained from analysis would further be proved by input-output coefficients and data of models. Considering about the feasibility of collected materials, the trust worthiness of conclusions of positive analysis and the facts aimed at 1987,1990,1992,1995,1997,2002, and also from the angle of view of input-output, the study of this thesis focused on the problem of the 4-rank industry of China, especially the information industry in order to provide the concepts of policy for allocation of information industry.
