The electronic resources have become essential academic resources for the university. Focusing on the effectiveness and efficiency, value of electronic resources, improving service quality and user satisfaction, seeking effective ways of measurement and management, are primary challenges in academic library. Study on electronic resources performance measurement has not been gone deep into the foundation theories and applications in China, and lagged behind the flourish electronic resources market development. In this paper, considering our country practice, the interior and exterior condition of impacting on the electronic resource performance of academic library are systematically analyzed and explained in theory. Both analytical thinking pattern and practicable method of the performance measurement are established to provide the theoretical guarantee and practice foundation for the performance compare about electronic resources among the countrywide universities. The research content is framed in following five parts to provide the texture and substance:1 , On the basis of reviewing the research actualities about the performance measurement of electronic resources in internal and overseas academic libraries, the essence of electronic resources is anatomized by analyzing the meaning, type and characteristics of electronic resources, and by comparing general purchasing criterion of printed resources with electronic. More concepts are expatiated through the definition range of electronic resources, criterion and principle for measuring the performance of electronic resources. More comments of performance measurement systems, models and methods overseas are presented and analyzed.2, The theory of service quality gap, evaluation model SERQUAL and the users' perceptions-center model LibQUAL+? of library performance measurement were combined as the theoretical foundation of performance measurement of electronic resources in academic libraries. The dialectic relationship of service satisfaction and service quality was discussed in the academic circumstance. The influence of service value perception and service satisfaction on service quality was analyzed. At the last, a model for the theoretical frame construct of the performance measurement of electronic resources in academic libraries was established, which integrated the inner expert group confirmation and external terminal users' perception, merged service quality and service satisfaction.
