With the rapidly development of multimedia technologies and the prevalence of network, streaming media applications over Internet especially the video streaming applications have been widely applied in the fields such as education research commerce and remote medicine, at the same time, the increasing treads are still intensive. In the recent years, mobile communication technology, i.e. 3G has gained great progress. Many main manufacturer and operator have invested volume of manpower and resources in spread and research, and a core operation in 3G is the wireless wide-band multimedia applications. Thus it can be seen that streaming media have important worth of research and application. But the current Internet can not provide satisfactory service for streaming media, and many problems have to be settled. This paper focus on the problems that occur when video is delivered over network, and the main content is listed as follows:1. Adaptive Forward Error Correction Algorithm for MPEG Streaming VideoVideo applications over network are often disturbed by data packet loss or errors as well as the insufficiency of network bandwidth. Some related studies have demonstrated that in many cases, the fluctuation of network bandwidth and packet loss rate are two key factors that influence the quality of video streaming. Therefore for guaranteeing video quality, FEC (Forward Error Correction) can be adopted to improve the reliability of video data transmission; meanwhile, according to the current network state, the sender can adjust the sending rate of video data and optimally allocate the bandwidth resource between the video source data and FEC data. This paper analyzes the structure of video stream, and presents a frame decoding model that takes into account the frame types and the dependence among frames. On this basis, an optimal algorithm is proposed to allocate the bandwidth resource between the source video data and the FEC data. The experiments show that the model can effectively adapt to the fluctuation of network state, and optimally allocate network bandwidth so as to maximize playable frame rate on receiver.2. Algorithm for Equal-Quality FGS Video Streaming Fine-Granularity-Scalability(FGS),which can provide flexibility and good performancefor video streaming, has been accepted in MPEG-4 and H.26L.An advantage of FGS is that it can be truncated anywhere to adopt the variation of bandwidth, but sample truncation will lead to the fluctuation of quality of video sequence and users wish to obtain a smooth quality. Based on related works, this paper discusses how to stream FGS video sequence with equal quality under the circumstance of no loss and loss respectively. By virtue of piece-wise line R-D model and slide window, in no loss case, bisection method is proposed to allocate...
