Network Economy is the summation of all the economic activities through Internet. Network Economy is a virtual industrial economy, a knowledge-aptitude-type economy with boundary benefit increase, an open-shared economy, a personalized and customized economy, and a global-market economy. Knowing that information and knowledge are the basic content of the Network Economy, enterprises process information obtained through internet, and provide support for their decision. As a result, a new tool has been produced and traditional tool used has been renovated, so has the limited value been brought out which is corresponding to the tool. Owing to the formation of the running ways of Network Economy, such as internet communication, normalization, electronic business, virtual manufacture and system integration, enterprises organize a quick-response "flat" process, the-winner-take-all phenomenon appears in the enterprise competition, and the field of enterprise competition is getting dimmer and dimmer. Knowledge service has changed from deep-seated public demand into expert service chain, so countless vertical integration arises. Decision makers choose one of the routes to form information chain. Any special product will face the potential market throughout the world. Enterprises make the unique choice for particular customers and have mass-customization production. This Paper thinks Network Economy has a feature of personalized service. Personalized products and services will replace traditional normal ones. As a consequence, enterprises have more to decide and the complexity of decision will increase rapidly. Traditional concentration decision can't satisfy the demands. Meanwhile, people are no longer a "machine button" controlled by others. They master plenty of information through internet and manage themselves because of self-improvement, so that they have corresponding right to make a decision. Right-sharing decision mode will take the place of concentration decision mode. What's more, in Network Economy times, customers, suppliers and salesmen will participate in making a decision. Decision must follow the principles of Pioneer Advantage, Core Competence Advantage and Bench-marking Management, which enable enterprises to have longer economic benefit, lasting competitive advantages and a higher market share. In history, many decision activities were very effective inside and outside China, and the thought of decision was scientific. The decision theory has mainly gone through statistics decision phase, decision analysis phase and modern science decision phase, etc. The decision field expands gradually. Multiple Objectives Decision Making, Group Decision Making, Dim Decision Making, Sequence Decision Making and Decision Making support system have been introduced to the range of research. Multiple-objective Decision Making was put forward by Pareto. Von Neumann,Morgenstern,Koopmans,Charnes,L. A. Zadeh,Johnson,David,Duckstein have done deep research into it. Multiple Objectives Decision Making is mainly applied to the Vector-Function Maximation Problem, Goal Programming,and AHP(the Analytical Hierarchy Process), in addition, it is applied to exchange programming, descriptive decision-making mode, DSS and enterprise strategic management and economy policy making. Group Decision Theory was proposed by Borda. Condorcet,Arrow and Fishburn has researched into it deeply. Compromise, Negotiation Group Decision Theory are applied to hobby analysis, group effect theory, expert evaluation analysis, dim group decision theory, economy balance and group decision support system. This Paper thinks several objectives and factors are closely related in network economy, So we must follow the principles of Multiple Objectives Decision Making. Group Decision enables every decision maker to show his opinion, to reduce mass side-effect on decision making, so as to make a right choice. Decision making is a kind of activity performed by sensational people, who make a right choice among multiple objectives and paths in future activities to seek the most satisfactory movement plan. Three fundamental elements of decision-making system are as follows, natural state, decision-making plan (decision-making variable) and the profit-loss value after the decision having been carried out (the objective of decision-making system). Decision-maker are always looking for minimum loss (expense, cost, risk) or maximum benefit (profit, benefit, utilization, value), or the best plan to get a satisfactory objective. We form decision-making system from state space, strategy space and profit-loss function. Dynamic Decision refers to that decision has to be made time after time in some practical problems, i.e., decision has to be made several times according to the time order. The decision process includes information stage, design stage, choice stage and implement stage. Self-adaptive Decision Analysis means that enterprise is an open system with certain structure and level. By making policy, decision is brought into Decision Making system as an organic part in order to achieve multiple objectives. It is a process to voluntarily pursue maximum integrative passive effect and minimum negative effect. It can put every single thing together organically, get the best overall effect and ensure enterprise objective to be realized. This Paper puts forward systematically the Dynamic Self-adaptive Decision System concept mode based on network economy. DSADS represents this idea that when facing decision object and decision adaptive system, it can make and adjust the plan, and carry it out voluntarily at the proper time for the problems of construction decision, semi-construction decision and non-construction, self-adaptive process of different decision objects, according to the principle of the system and under the control of enterprise policy, in this way, the objectives can be realized. The process of making a decision as a project involves in information, design, choice and practice. The decision of using information resource and information technology includes the decision support system, group decision support system, geographical information system, expert system, neural network, genetic algorithm, intelligent agent, and so on, which provide support for dynamic self-adaptive decision system. This Paper also builds a DSADS mathematical model, which can be applied to decision problems which decision makers are faced with under various conditions with complete and incomplete information, when enterprises are under network economy condition. It makes good use of multiple-objective model and non-linearity optimizing theory and builds a group decision model which can reflect comprehensively decision maker's subjective judgment and objective information. It provides a concrete formula for decision-making right, which doesn't describe the concrete decision system itself but can be applied to decision model in multiple decision system and provide decision with support. DSADS based on network economy may supply a flood of information for enterprise management decision, reduce the mistakes of decision, collect and handle various information, improve the service for customers, provide new information, reduce the implement time of decision, and reduce the cost of decision, in addition, it has study function and it can manageitself and form self-adaptive decision mechanism. Under network economy, This Paper thinks the objective of an enterprise should have maximum objective collection of value (dimension X) including the objectives of maximum profit, satisfactory profit, and maximum sales income. Objective collection of competition strategy (dimension Y) includes the objectives of enterprise existence, prior advantage, market share, objective quality, and lasting growth. Objective collection of social responsibility (dimension Z) includes the objectives of environment quality, satisfactory degree of staff and customers, returning rate of investment, and harmonious community relationship. Decision is restricted by exterior environment, such as the government control, market situation and technology limit. It is also restricted by the conflict between the enterprise interior and the enterprise objective, and by the disagreement of objectives on enterprise objective. Under network economy environment, enterprises form advanced Dynamic Self-adaptive Decision System. DSADS can be regarded as a rather independent decision "expert", who provides support for choosing enterprise objective. Multiple objectives reflect the making of enterprise objective. It was decided by its management idea, management aim and exterior condition. This Paper gives an enterprise objective function model, which can be got by means of DSADS. This Paper also gives dynamic evaluation model of DSADS objective collection, which can choose the best enterprise's objective decision. This Paper is considering the risk of the enterprise objective decision under network economy and puts forward a self-control mode of the risk for the enterprise decision. Under the objective function of network economy or during the process of practical solution-seeking, objective value will influence the objective programming. Using the stochastic, iteration, evolution based on natural choice and the mechanism of group genetics, This Paper provides a DSADS Genetic Algorithm to optimize the objective decision model. As the speed and accuracy of information delivery increase in network economy ages, the middle-level organization passing the order to the lower level in decision group will disappear gradually. Every one may become a decision maker, so may the computer and other intelligent equipment. A decision maker is a strong information processor whose central responsibility is to design a brand new decision mode, which will change the management idea fundamentally, will change the product and the service field of the enterprise and will also change the structure and quality of the enterprise itself. The enterprise should form a fast-reacting decision mechanism that has the following characteristics: character product and service, highly valid agent, virtual-agile organization, cooperated -renovative value proliferation and the objective decision of dynamic competition. During the enterprise's decision-making process, DSADS can choose the result-evaluating model, forecast the exterior environment, predict the performance of decision system, choose the available plan, represent the decision, and re-conceive the decision. DSADS is a super-boundary decision of network economy, which depends on whether the decision maker has built a relationship with others. This Paper provides a mathematical model of decision guideline function, which reflects the relationship between warp variables and satisfactory degree of the decision maker towards decision objective. In the mode of network economy, the decision maker plays a role as a designer, an executor, and educator. Above all, network economy represents a competitive economy. The competitive power of an enterprise can be seen from the enterprise's promptness to react to the change of the market. In network economy, the form of novel just-in-time production, team of organization, information partner, mobile work, international company, virtual organization and study-type organization can tell the different competitive state, so the Organization Horsepower (OHP) will vary. OHP which is evaluated by the power and speed of the organization can represent the competitive advantage of the organization. The information technology of DSADS, which supports just-in-time production, makes team of organization possible, supplies efficient disposal of affairs for information partners, andprovides technology and system aid for mobile work, is the key to the success of international companies, the link of virtual organization and the lasting-study platform for study-type organization. DSADS accelerates the flow of organization reformation and is suitable for the organization to improve the model. This model can be described as the reformation of the organization, which is a process that the principle and practice is brought into the movable organization and promote the self-development and the objective of efficiency. This Paper thinks in network economy, the key to the core ability of the enterprise is the value system for customers in the enterprise's value chain. It's the core competence which is difficult for the opponents to imitate when enterprises are in the market competition which is dynamic and uncertain. What value chain describes is the total value of an enterprise, including value activities and profits. Core competence is the foundation that an enterprise obtains the lasting competitive advantage, which needs a long period of time when an enterprise collects and integrates interior resources, knowledge, and technology. The base of customer value is customers' expectation and satisfaction for product, service, and function benefits. The network-economy enterprise has one or more than one business chains or producing chains, any one of which may become the source of the competitive advantage. If it can increase the value, reduce the cost, and create more customer surplus by means of final product, it will become the power having obtained heterogeneity, distinctiveness or advantage. This power is called Distinctive Competence. Network economy focuses on the agility and response ability. Advanced technology of network economy will urge it to be used in every part of the value chain. It will change the way of value activities and their quality, shorten the value chain and make it virtual. It will minimize the cost of value chain and accelerate the reacting speed of the value chain. Information will increase the value of the value chain. DSADS will change the running way of enterprise's value, make the boundary dimmer, reshape products and service, make an efficient value chain or even reconstruct a more valid value chain. By building a value chain, we can get the competitive advantage that enterprise cost is in the lead, the idea is novel, and objectives are centralized.
