Interpretation equipment is an importance composition of optical measurement in shooting range, the video interpretation uses video images to carry out the post analysis and processing for the result of optical measurement.At the present time, the measuring precision and reliability are low on the condition of large target, low contrast and complex background. In this paper, a new video interpretation system was development, the purpose is to carry out quick and high precision interpretation after event on the measured results from modern target optical measurement equipment.The primal video interpretation system based on the high capability video tape recorder is studied successfully and has been applied to target. Basing on it, combined with other interpretation system and with multimedia computer as the kernel, a full-fresh interpretation system was studied, and it is a upgrading for the video interpretation technology with tape.Firstly, We discussed a new video image real-time storing method, the new recording method is to store the TV measuring image of optical measurement in the computer HD on real-time, the storing rate is 25 frame/second, and the stored images is without aberrance. The realize of above method not only solves some problems brought by the tape such as high cost or low resolution, but also simplifies the complex hardware structure of the recording system and reduces cost.Secondly, We studied two video interpretation methods梐utomatic and'semiautomatic interpretation. The semiautomatic method interpretation cross depending on manual operation , through the demarcation for target image's characters, the automatic method separates target image with background , using statistics algorithm to realize interpretation target. Each of these two methods has its own advantages and disadvantages, the automatic interpretation method is fast and has high efficiency, but the interpretation precision is low when in the condition of complex background, the semiautomatic can interpret target with the same resolution as men's eyes and the precision is high, but it is not so fast as the automatic method , In the interpretation , selecting different method base on two different condition, may improve theefficiency.In this paper, the application programs wore developed on windows'98 operation flat. In the developing, course, We used fully the strong memory, thread manage capability and rich news manage function of the windows operating system. as well as friendly interface resource so that the application programs completed the following tasks: video images storing, image processing., interpretation and the data for interpretation process, etc.The successfully study for video interpretation equipment not only simplified the traditional interpretation system's structure, improved the interpretation efficiency, but also promote extremely the progress to target measuring technology. This new video interpretation system is initiate in our country recently, it maybe replace completely film interpretation equipment used yet at present. It has wide application prospect and important economic benefits.
