| Postdoctoral policy originated in the United States, originator of the Johns Hopkins University in 1876.Chinese postdoctoral policy decision made by Comrade Deng Xiaoping personally was proposed by Mr Li Zhengdao and founded in 1985. During 20 years Postdoctoral policies took root in China, robust growth, and attracted many students back to China that trained a large number of high-level talents, a lot whom became leaders and elites in technology and scientific research and made outstanding contributions to the economic and social development. The current state and national competition is not only scientific competition, but also educational competition. In the final analysis, it is a talent competition. Postdoctoral as a high-level talent is the scarcest resources. The competition for the battle over high-level personnels is carried out around the world. At present, China is lack of strategic scientists and chief scientist in international academic forefront. As a technology pacesetters and reinforcements of the elite talent, postdoctor has a long way to go and shoulders an important historic mission.Chinese post-doctoral policy has been taking "green channel" called a SAR-style since its inception. In the personnel, many favorable terms such as household relocation, staffing, treatment implementation, spouses and children placement, financial support, project implementation, research and the environment, foreign students care, international exchanges and so on, are offered to post-doctors. A policy-driven characteristic is the cause of China's post-doctoral development and the quality assurance, and it has a great impact on the effective function of the postdoctoral career development. Policy analysis as specialized policy research methods was introduced into China in the 20th century and early 80s, which is regarded as a core of rational analysis and scientific decision-making, forming fairly standard paradigm. The state and society have applied to many important decision-making areas at present, enhancing the effect of policies fruitfully in improving decision-making quality and standardize the implementation of policies. During the Post-doctoral policy process in China, the use of policy analysis methods, will not only help policy-makers improve the capacity and level of decision-making, and policy quality of steady improvement, but also help to promote the whole policy-making process more scientific and democratic.Stage Model is adopted as a dominant model to study Chinese post-doctoral policy. The dissertation seeks to start from the perspective of policy analysis, in-depth analysis of China's post-doctoral policy from policy formulation, policy implementation, policy evaluation and policy monitoring, policy termination etc. Post-doctoral policy-making is a complex process, the result of the interaction of variety of values, interests and powers. Multi-dimensional analysis is used by a variety of theoretical models of rational analysis, gradualism analysis, multiple streams analysis and elite theory, contributing to a more deeply understanding and grasping the meaning of Chinese post-doctoral and nature of policy-making. Formulated policy must be implemented in order to reflect the effect of the policy. During Chinese postdoctoral policy implementation process, policy execution has been affected and obstructed, emerging a phenomenon of "policies, under the countermeasures". By analyzing the cause and taking appropriate measures, the problem has been solved. Policies assessment and monitoring are the security measures of Chinese post-doctoral policy formulation and implementation. Policy evaluation is a combination of politics and technique, which should be based on objective and impartial manners, handling the problems arise correctly. Because Chinese post-doctoral policy-making process penetrate a variety of interest groups, constantly involving the use of a variety of powers, occurring the marriage between local interests and powers. If it is not supervise and controlled, it will be easy to damage the public interests and occur the alienation that power runs the process. Policy termination is the alternating between old and new post-doctoral policy, indicating a new round of policy-making process of reincarnation.Five-point proposals are put forward the future development of China's post-doctoral policy in this disseration based on our post-doctoral policy analysis. Firstly, China's post-doctoral policy-making is more democratic and scientific. Democratic decision-making is the means and scientific decision-making is the goal. Democratic decision-making is relatively independent. Purely "scientific" from democratization is dangerous, which should be maintained a certain tension between the two. Secondly, the standardization of China's post-doctoral policy implementation is important. "The law alone will not work." The exercise of power must be controlled within the system, and the responsibilities to match, power "Offside", "absence", "dislocation" are the powers to run non-standard performance. Thirdly, it is the diversification of China's post-doctoral policy evaluation. China's post-doctoral policy evaluation makes the assessment of the credibility of the unity of being questioned and diversification of policy evaluation is conducive to more social recognition. Fourthly, the institutionalization is the end of the post-doctoral policy. As policy-making needs specific institutions through specific procedures, post-doctoral policy termination should be institutionalized, which will help improve the policy authority, reduce costs, and speed up the chandge of the old and the new policy. Fifthly, it is to realize the internationalization of China's post-doctoral policy. With the improvement of China's international status, the internationalization of post-doctoral policy should be put on the agenda. It will intensify the reform of China's current system of post-doctoral policy, speeding up the pace with international standards, focusing on the effective input of national resources, and effectively controlling the flow of foreign high-level talent deficit, and assure of talents o achieve national security strategy. |
