At the quick change time, organizational learning and learning organization are considered as the best methods for improving the organization learning ability, accommodating the existent environment of the quick change, but the implement is difficult, the long-term success cannot be obtained. For the reason, it is for the education people obtained have not given them the real learning, thus forming the barrier of the organizational learning, this problem should be solved at the procedure of education. At the same time, after the popularization of high education in China, the talent cultivation model cannot adapt the change situation, every university faces the pressure of talent cultivation and occupation. So under the view of high education, guided by the theory of organizational learning and learning organization, using systematical idea, integrated theory and practice studies, the dissertation has the importance on studying the talent cultivation model in learning university.The talent cultivation model is composed of four factors, i.e. target, procedure, system and evaluation of cultivation. Through analysis of distance measuring model for talent cultivation, it can be found that there have differences between the actual result and expectation of talent cultivation in university, which is disadvantageous for the realization of talent cultivation model. Through further empirical study, there exist obvious differences between teacher and student on the talent evaluation and estimation, which of the teacher are higher than those of the student. Teachers think that the talent cultivation model is actualized basically, but students do not think so. So on the talent cultivation, there should strengthen the communication, intercommunion and cooperation between teacher and student to obtain the consistent in cognition. Through empirical study, it also can find that among the four constitutional factors, the main factor that influences quality of talent cultivation and that is the most dissatisfactory one of the student is the procedure of talent cultivation, among which, the one that should be improved mostly is the method and means of teaching, which should adopt the heuristic, researching prelection mode.Learning university has 9 main characteristics such as whole viewpoint of education. Teacher, student and leader have different roles and functions on the construction and talent cultivation of learning university, they have a cooperation learning relation. The information communication model proves that the effect of information communication in learning university is better than that in traditional university, it is advantageous for the realization of talent cultivation models. At the same time, learning university can advance the action of stimulative factor, decrease the action of restraining factor, provide organizational guarantee for the realization of talent cultivation model.At the view of knowledge, the talent cultivated in university can be divided into three types, i.e. knowledgeable talent, learning talent, innovative talent. Through the analysis by the mathematical model, the author puts forward that the rank from high to low of the competition predominance is innovative talent, learning talent, knowledgeable talent, and the lowest target of the talent cultivated in learning university is learning talent, the highest purpose is innovative talent. Based on this, the author puts forward and analyzes that two talent cultivation models should be introduced into learning university, that are learning talent and innovative talent cultivation models. From three aspects of class teaching, scientific research and activities after school of cultivation procedure, the author puts forward how to carry out the two talent cultivation models in learning university, the method to introduce the study tools of organizational learning and learning organization theory into the talent cultivation in learning university.
