1970s saw that the global environment in which man has been living for millions of years and will go on living for an unpredictable long time was becoming worse.In the international society ,an over-all reflection that is made on the way of industrialization and economical increase since Industrial Revolution leads to the word-known "thoughts of research for future development,"which in 1980s change into the thoughts of continuous development that development must "not jeopardize the capacity our descendants have to satisfying our need at present time".On the main thread of thoughts of continuous development,this dissertation puts study emphasis upon the continuous development of whole Sichuan Tibetan region,including econmy,society,science and technology,human being,nature and ethic,etc.0n the base of deep analysis for the strategy of development,especially the traditional one.in Sichuan Tibetan region,it points out that since the democratic reformation,the development based on natural resources has made great social and cultural changes in Sichuan Tibetan region.However.the plundering-like natural resources development with low additional value leads to a gradual drying of natural resources,a continuous worsening in ecologic environment,and a serious threatening to further development.A deep lesson is drawn from it:because this kind of traditional strategy stresses extremely on natural resources development instead of intellectual resources one,economic development instead of social,scientific and technologic,human,natural and ethic ones,part and temporary interests instead of systematical,whole and long_term ones,man as the subject developing natural resources lacks the consciousness of protecting natural resources and environment,he can't raise scientific and technologic content,economic value in developing natural resources.Therefore,under the background of grant western development,Sichuan Tibetan region must keep the lesson deep in mind when making and practicing any strategies of development.lt must considers it as the most important rule that every strategy is advantageous to developing the whole economy, society, science andtechnology,human being,nature and ethic.lt must put great emphasis upon person and education.Author thinks, according to the historical lesson and the need of continuous development in Sichuan Tibetan region,it is most urgent for Sichuan Tibetan region to develop intellectual resources and education industry instead of natural resources and economic industry at present time.When education develops,person's quality rises, Sichuan Tibetan region can have reliable able persons to practice the strategy of continuous development, acquire most economic and social advance with least resources consumption.This dissertation is written on the base of rich field investigation and historical literature.lt affirms enough that Sichuan Tibetan region has made great achievements in its twenty-year education reform,meanwhile it also analyzes the problems appearing in education reform,and points out that it is important for Sichuan Tibetan region to develop its primary education,to fasten the course of popularizing nine__year compulsory education.lt is a key to solve "Four Big Problems" which exist widely in Sichuan Tibetan region:pupils are "reluctant to be enrolled", "not easily kept in school all along", "failures in learning", "difficult job_finders".On the base of analyzing "Four Big Problems" deeply and systematicalty,this dissertation makes some suggestions on how to solve "Four Big Problems",how to speed up education development of Sichuan Tibetan region,furthermore,how completely to develop continuously the entity of economy,society,science and technology,human being,nature and ethic in Sichuan Tibetan region.This dissertation is characterized by(1)high degree of factuality.reliability and persuasion of data most of which come from field investigation made by author and other related persons; (2)clearness of points of view and their arrangement,compactness of structure with...
