Research On Theoretical Connotation Of Scientific Outlook On Talents And Its Practical Application

China is in the critical stage of reformation and development. To promote industrialization, information technology, urbanization, marketization and internationalization and to build an innovative country, we have the urgent need for innovative talent theory to accelerate the development of talent resources, to strive to build a powerful country with talent resources. The CPC Central Committee Leader Group with Hu Jintao as General Secretary realized the situation, and put forward the requirement to establish and implement the scientific outlook on talents and to vigorously carry out the strategy to strengthen our country with talentsThis paper scientifically demonstrates the historical background, theoretical basis, essential connotation, creative ideas and the practical applications of scientific outlook on talents by systematically sorting out overseas and domestic research documents about the outlook, comprehensive survey of its historic origin, lateral and theoretical reference. Firstly, from the historic perspective, this paper systematically and vertically sorts out the rich, unique and traditional outlook on talents in our history ,then comes to the conclusion that the scientific outlook inherits and takes in our traditional idea on talents and that it is the crystallization of the five-thousand-year Chinese civilization and idea of talents. Secondly, from the perspective of theoretical origin, this paper systematically sorts out and rationally interprets the idea on talents of Marx, Engels, Lenin and three-generation Chinese leaders, and puts forth the idea that scientific outlook on talents inherits and enriches Marxist idea about talents and that it is the latest achievement of Marxist theory on talents. Thirdly, from the perspective of connotation analysis, this paper puts forward the idea that the outlook on talents is based on the following elements: talent resource is the first resource, its core requirement is putting people first, its value orientation is that every one can be a talent, its fundamental principle is that the Party is in charge of personnel, the essence of practice is usage of personnel, its basic aim is service and development, which is the summary of scientific connotation and essence of the outlook. They interact with and promote each other and are a dialectical unity in the outlook. Fourthly, from the perspective of times exploration, this paper analyzes in depth the five creative major concepts advocated by the scientific outlook on talents: attaching more importance to people than to things, more importance to capacity and contribution than to academic degree and professional title, more importance to use of talents than to ownership of them, more importance to services than to management, more importance to invisible hand than to visible hand. The series of creative ideas are naturally derived from the essential content of scientific outlook on talents and are consciously applied in the practice of the outlook. Fifthly, from the practical application perspective, this paper comes up with some countermeasures about how to put the outlook into practice. That is, based on good master of the essential connotation of the outlook, we should fully use the creative ideas to build talent teams, talent systems and to beautify talent environment, which are vital to the development of talents.This paper studies the outlook on talents scientifically and in dept, with the combination of theory and practice, history and reality, using international and domestic research for reference, and comes up with new ideas, new countermeasures about how to establish and implement scientific outlook on talents in order to achieve China's peaceful rise and the great revitalization with comprehensive, systematic, deep establishment and implement of the scientific outlook on talents.
