Administrative Regional Economic Development And The Role Of Government Research

Marked by the reform of economic system starting since the end of 1978, China's economy entered a new stage of development. With over 20-yeared efforts, China's economic development stroke the world with amazement, and the miracle of China's economic increase has been made. However, beyond the miracle, there exists a spatial route mode full of characteristics in China's economic development. This mode reveals that the national economic development was, at large content, drove by the development of each administrative region which has inherent relation of the active conduct of local government. This mode has played a very important role in the rapid growth of China's economy and become a brilliant sight of China's economic development.This mode does not come into being by chance, whose existence shows its objective inevitability and rationality. The analysis of the its objective inevitability and rationality can make us more profoundly know the universality and particularity of China's economic development, more scientifically realize the law of the development of China's administrative region and the cause of the wonder of China's economic increase. Moreover, it has important value for the government to constitute regional economy policy according with China's situation and to instruct the rapid economic increase of the underdeveloped administrative regions.This paper focuses on the spatial route mode of China's economic development and to analyze the cause within the inevitability and rationality is the clue of the dissertation.Proceeding from the social nature of administrative region and in accordance with structuralism, this discourse firstly makes a systemic discussion of the academic base of inevitability and rationality of such special mode from history, system and economic mechanism. While the systemic discussion is done with the aid of the method of academic analysis and model analysis, integrated with case study of China's administrative region.Based on the philosophic thoughts of the nature of region that is one kind of social-relation communities, the dissertation analyzes the characteristic nature of administrative region. It reveals that the characteristic nature owned by a political relation community, determines the regional government to the core position in the relationship of social activities of administrative region, and makes a leading influence on the regional social activities. The characteristic nature of administrative region, by means of three-level management system of administrative region with stability which has been checked and perfected through over 2000 years, proves that the will of the country can get carried out in each administrative region, and also can be realized through the efforts of each regional government. Therefore, China's management system of administrative region lays the inevitable foundations of political system and historical choice for the emergence of the spatial route mode of China's economic development.The paper also analyzes the objective results caused by the decentralized manner which was made by the country with the aim to realize market economy in China's gradual reform. It shows that this reform way objectively intensifies the role of administrative region in the structure of national economy. And as a result, the regional government has dual status of vindicator and participant, which provides the country the base of economic system for the emergence of the spatial route mode, it also forms the cause of the real inevitability for the mode.The paper, through the establishment of the theoretical economic growth model, also makes a study on the mechanism of the governmental action on economic growth of administrative region. It also discusses the conditions which make the regional government actively conduct.
