| In recent years,the first mock exam has been a great impetus to the development of the development zone.However,with the development of administrative detention,the malpractice of this mode has gradually emerged.Further research on the transformation of the body structure mechanism of the development zone and the administrative area has become an important exploration to maintain the high quality development of the development zone.This paper analyzes the trusteeship problems of the development zone and the administrative zone in Jingwei new town,so as to study the deep-seated reasons of the "administrative trusteeship" of the development zone and the administrative zone.Based on the four factors of Smith’s policy implementation process model,namely,policy itself,implementation organization,target group and policy environment,this paper analyzes the current situation and problems of the cooperation between Xi’an Economic Development Zone and Gaoling district to build Jingwei new city by using the research methods of field survey,interview and questionnaire survey,and uses other domestic development zones and administrative zones for reference,Therefore,some suggestions are put forward for the integration and development of Jingwei new town.As a means to break through the bottleneck of land space in the Development Zone,some areas of "administrative trusteeship" administrative zone have been adopted by many development zones in recent years.However,in the process of implementation,many reasons such as blindly pursuing land space resources and limited management system of the Development Zone cause more and more problems,which will inevitably be difficult to continue in the future replication and promotion process.The reasons for the first mock exam are the limitations of the policy itself,the conflict between the pursuit of executive agencies’ interests and the discrepancy of management systems,the contradiction between supply and demand of target groups and the supply of high-quality resources,and the policy environment.Finally,this paper puts forward some suggestions on the integrated development of Jingwei new city pilot administrative zone in Xi’an Economic Development Zone from four aspects: policy itself,executive agency,target group and policy environment,including: improving the management regulations of the administrative committee of Xi’an Economic Development Zone,further clarifying the rights and responsibilities of the Development Zone;Rationalize the system and mechanism of development zones and administrative regions,and avoid the waste of resources caused by repeated departments and posts;We will do a good job in the industrial and urban integration development plan and urban-rural overall planning of the Development Zone,promoting the development of economic and people’s livelihood standard at the same time,under the direction of the related policy,it’s essential that we need to focus on strengthening reform and innovation,researching on relevant policies.For the integrated development of administrative regions and development zones,we will also strive to provide more policy support. |
