Study On Ecological Civilization Construction In Heilongjiang Province

The theory and practice of ecological civilization is a hotspot that people concerns in the whole society. It is a vital problem linked to the existence and sustainable development of human. Although, Heilongjiang province is an old industrial base with rich resources of nature and energy, the ecological problem is becoming more evident after the large-scale exploration in nearly half a century. In this paper, we take the construction of ecological civilization in Heilongjiang as study subjects, to carry the system inspection on the theory and practice in construction of ecological civilization, to lead it with advanced theory and to promote the healthy development of ecological civilization in Heilongjiang province.In this paper, related theory of ecological civilization are analyzed on the bases of analysis on relevant research results at home and abroad. First, discusses about the theory origin of ecological civilization. Ancient ecological wisdom of China, the ideas about ecological civilization of Marx and Engels and the ecology ethics are the theory origin of ecological civilization. Secondly, discusses the connotation of ecological civilization from three aspects: Core connotation-coordinated development of human and nature; Ethic connotation-establish the eco-value; Times connotation-Construction of Resource-saving and Environment-friendly Society; Thirdly, discusses the relation of ecological civilization, material, spiritual and political civilization and the relation between construction of ecological civilization and building of ecological province in Heilongjiang province.The paper studies the basic demand of the ecological civilization construction in Heilongjiang province in theory. We believe it is an inevitable choice for the construction of ecological civilization in Heilongjiang province to go along with the development trend of world civilization, to achieve the harmonious development of nature and human and to realize the need of ecological equal. There are four contradictions need to solve in the process of building the ecological province:the economic development and the environmental protection; traditional and green consumption concept; short-term profits and long-term profits; partial and total profits. The construction of ecological civilization in Heilongjiang has three features: globality, persistence and gradation. The content of construction of ecological civilization in Heilongjiang includes Carry out systematic publicity and education, Cultivate advances ecological culture; Develop health ecological economy; Construct beautiful ecological environment; Construct harmonious society.We summarize the developmental process, analyze the current situation, design a set of evaluation index system and evaluate the situation of the ecological civilization construction in Heilongjiang province based on the investigation and practice. The whole evaluation index system consists of6secondary indexes and25sub-indexes. Identifies appraisal indicators weight by applying the investigation method and AHP, and order in single level and whole system. Based on the construction situation in Heilongjiang province for five years, calculate the normalized value to all indicator, we can gets the Comprehensive rating and the rating of subsystem. And analysis on the problems and the aspects need to enhance of the ecological civilization construction in Heilongjiang province. Research the Successful experiences of other countries and other province and explores the implication to Heilongjiang province.We put forwards the strategy of the ecological civilization construction in Heilongjiang province based on the theoretical discuss and empirical analysis. First, strengthening ecological civilization education, enrich the contents, reform the methods and carry out the activities of ecological civilization education.
