Construction Of Post-holding Training Mode For Grass-root Military Physicians Based On The Competency Model

The new military reform, which originated from 1970s, is the most extensive and influencial one in the history. It has produced great impact on the sovereign states and political entities widespreadly, the result of which brings variables to the international safety. Meanwhile, it plays an important role in defending state sovereignty ,consolidating state unity and territorial integrity. The new military reform exerts great influences on the weapon equipment, troops grouping, command control, campaign space and campaign mode, whose character is remarkably different from the past ones. By regarding informationalization as a core, the reform accelerates the meta-synthesis of the the military system, thus putting forward a great challenge to the military talents and military education modes in the fields of united combat command of the future battlefield, construction of informationalization, management of high-tech weapon equipment and visualized logistic support.To meet the requirement of the new military reform on the military education, a great policy that formal school education transformes to post-holding education supported by national education was made in the 15th conference of army institutes in 2003, which gave definite direction for the development of military university and training of military talents. Grass-roots medical staff are the main force of the modern medical support, whose ability construction of post-holding has direct and important impact on the effect of the military support. This research reviews on the history and development of the military reform and the adjustment strategy toward the military reform, takes the cultivation improvement of the grass-roots medical staff as point of penetratrating , deeply analyzes their occupational characteristics. The paper bases on the vocational educational theory, continuing education theory, lifelong education theory, combined education theory, defines the concept, and extension of of the mode of the post-holding cultivation. Meanwhile, through reference of the modern manpower resource management theory---building method of competence model, the establishing method for grass-roots medical staff was made by methods of interview, BEI method, survey investigation, experts' consultation, and job analysis and so on, among which there were 21 competency index including indipensable quality, professional attainment, professional quality and innovative ability. Meanwhile, the index were classified as three categories such as eligibility rate, professional rate and excellent rate. Internal concordance coefficient(Cronbach'a coefficient), polymerization validity methods, distinguishing validity methods were used to test the reliability and validity of the model. The result of which is important for the prediction and distinguishion for the effectiveness of the grass-roots medical staff.Based on the competence model for grass-roots medical staff, the training mode was analyzed, and six elements including education concept, training target, training system, course system, training way and quality evaluation were established. Nine-lattices matrix model for training target, model for post-level and training concept, three dimensional system for training of grass-roots medical staff, development of post-holding training course and the training way for post-holding were built. In order to meet the requirement of the span development of our army health service training and education, the post-holding training model for grass-roots medical staff was established ,which plays an important role in the post-holding training for the grass-roots medical staff.
