Xinjiang Health Policy Research

The health work of Xinjiang made fast development and remarkable achievement, having basically formed the certain scale medical service system, medical security system and health supervision system. The medical quality and condition of the rural and pastoral areas have improved significantly. But due to the social economic development in Xinjiang region is relatively backward, the overall development level of Xinjiang health work in the country is still in a relatively backward status, especially basic medical service coverage and quality still having large gap.The comprehensive development in different regions in Xinjiang did not balance, high quality health resources mainly in Urumqi and the surrounding ground state down, Southern health resources relative shortage. In addition, the development of health between city and rural and pastoral is not balanced. The difficulty and high cost of getting medical treatment and service of the people in very ethnic groups is very prominent. The goal of everyone having access to basic medical and health services is not fully realized, seriously influencing the health of local people and restricting the economic and social development.This paper start from the research of the health situation in Xinjiang, find out the main problems of the medical health policy, try to give relative policy Suggestions from the theoretical side, provides the theory reference for of the Xinjiang's health work.As the front part of this paper, the first chapter introduces research significance, review current research status, and present the content and method, innovation and limitations of the research. The second chapter briefly summarizes the history evolution, geography and national situation of Xinjiang.The third chapter is the theory basis, value orientation and influencing factors for Xinjiang medical health policy. It Systemly discuss the basic theory which is the national regional medical health policy based on, interpreted the value orientation and influencing factors about Xinjiang medical health policy, provide basic theory basis for the Xinjiang medical health policy.The fourth chapter is analysis for Xinjiang medical health policy. It systemly analyses the Xinjiang medical health policy which covers Medical resources, hospital management, national healthcare agency management, community health service, the health service in rural and pastoral areas, the new rural and pastoral cooperative medical insurance, national medicine,etc seven aspects. Futhermore give policy development direction about the seven aspects.The Chapter five is the Suggestions for xinjiang medical health policy.On the basis of the system analysis of the question and reason above seven aspects, give to the corresponding policy suggestions from the theoretical perspective.The conclusion of this paper as followed:Change the existing situation of the high quality health resources excessive concentration in Urumqi and the surrounding ground state,greatly increase the medical resources in the southern, rural and pastoral areas, particularly modestly increase the number of ethnic medical institutions in minority areas to speed up the development of health in this areas; Being "Everyone will have access to basic medical and health services "as the basic policy goal, continuously improve the Xinjiang medical health service coverage,make efforts to achieve the all covering scope of the basic medical and health services. Being the strict control of medical and health service price as the core of the Xinjiang medical and health policy, effectively suppress the trend of medical health service prices rising too quickly, promote the rational return of its price, guarantee the medical expense of the people of all ethnic groups in Xinjiang to adapt their actual income level; Vigorously developed community health services in Xinjiang, continuously improving its quality and level and broadening its range of service, make it become the main medical place providing the public health service, making a diagnosis and give treatment common, frequently-occurring disease. consequently effectively relieve the pressure of big hospital and lay a solid foundation for basic medical service subsiding; Energetically promote the development of nationality medicine industry in Xinjiang, on the one hand provide more convenient cheap, and curative effect of prominent national pharmaceutical products for all ethnic groups people in Xinjiang,making it become a useful way to control health costs rise rapidly,on the other hand make it improve the new growth point of economic development in Xinjiang.
