The arrival of the era of knowledge economy and the era of complexity makes new development momentum mainly comprised by knowledge, information and innovative ideas has become a common orientation of socio-economic development. When knowledge becomes the main carrier and source of social wealth replacing substances and increasingly complex public governance makes the original forms and methods of governance dysfunctional, it will become the new requirements of the times on public governance that new thinking reconstruct the new momentum of social development and new methods be adopted to deal with the complicated new problems. The new requirements of public governance in our country is especially prominent as China has made remarkable achievements since the reform and opening up and at the same time, it has entered a new stage of development. In the new stage of development, China’s public governance is not only facing the global epoch subject brought by the era of knowledge economy era and the era of complexity, but also facing the Chinese subject in the new development stage of China. As to how to effectively respond to the requirements of the era on knowledge, information and ideas, how to cope with new problems and situations in public governance of China with new thinking, new methods and new resources, the governance model with "intelligence" as the central axis has gradually become the development trend and requirements of public governance. The author in this paper puts forward the concept of "Intelligence Governance" as a new concept of public governance, emphasizes the re-examination of public governance from the perspective of "intelligence governance", and then makes a further reflection on the subject, idea and method of public governance. Based on the new thinking of public governance of "intelligence advising, enlightening, assisting and curing governance", the author emphasizes the achievement of the effective transition of public governance from the traditional tool governance to the contemporary value governance through "intelligence governance" mode, which not only agrees with the inherent multi-center, networking and co-operative nature required by public governance, but also actively explores new resources, new methods and new capabilities for public governance.The essence of intelligence governance--- the relation between knowledge and authority requires knowledge, information and innovative ideas to achieve effective support for public governance in order to build the positive interaction between “intelligence” and “governance”, and carry out coordinated development for innovative governance, knowledge governance, dynamic governance, and intelligent governance.. However, where "intelligence"(knowledge, information, methods, techniques and innovative ideas, etc.), as a prerequisite for intelligence governance comes from must be considered before the effective implementation of intelligence governance. As the watcher and observer of social development, the explorer and authority of professional fields, a library of thoughts, knowledge and wisdom, and an important source of thoughts for public governance, think tanks play an important role of intellectual support in the implementation process of intelligence governance of public governance, which makes the function realization and extension of think tanks in public governance the key to effective implementation of intelligence governance. Based on the analysis of "cohesion and diffusion effect" of think tanks in public governance, the author systematically expounds the cohesion effect of think tanks of "focusing problems, gathering resources, and gathering methods" in the problem domain, method domain and resource domain of public governance and the three-order diffusion effects of "hollow Y domain"(governance force diffusion), "Y domain"( diffusion brought by the growth poles formed by governance force) and "governance domain and its energy"(transition from experienced governance to knowledge governance, from tools governance to value governance and from heteronomy to autonomy) and therefore localizes and systematically analyzes the function and operation mechanism of think tanks in public governance.After explicating the function and operational mechanism of think tanks in public governance, the author in this article systematically analyzes both the internal and external dilemmas and their causes of effective realization and function extension of think tanks in public governance from the perspective of a wide range of systems, structures, capacity, demand and the like. As for how to solve these dilemmas that think tanks face in China in order to achieve the play of think tank functions and the release of energy, in this paper, adopting comparative research methods, the author tries to find new thinking to solve the current dilemmas and achieve effective development of think tanks in China through examination of the think tank development in Western countries and reference to their lessons. The development and prosperity of Western think tanks is the combined effect of external tension and internal thrust, and the core enlightenment for the construction and development of Chinese think tanks and function realization lies in emphasis of the systematic construction and development of think tanks, integration of function realization and extension of think tanks and synergetic development of think tanks and public governance with the effective interaction of "intelligence" and "governance" as the core. On the basis of learning from development experience and lessons of Western think tanks, in accordance with China’s present situation, the author in this paper presents realization route of think tank functions by strengthening systematic construction, promoting diversified development, promoting market-oriented operation, and improving social services of think tanks under the leadership of the party and government. The author tries to fully ensure the function realization and extension of Chinese think tanks by building the external environment, improving internal capability and enhancing the service dimensions of think tanks in order to achieve coordinated development of think tanks and public governance, and ultimately to inject powerful motivation for modernized national governance of China and new think tank construction with Chinese characteristics.
