The Exploration On The Path Of Constructing New Think-tanks With Chinese Characteristics Under The Perspective Of National Governance

The scientification and democratization of public policy has brought the rise of think-tanks.New think-tank as a relatively stable and independent policy research and consulting institution with Chinese characteristics plays an important role in government decision-making,building policy participation channels of diverse interests and values,gathering talents,guiding public opinions and boosting public diplomacy.It promotes the modernization of national governance.Under the background of economic globalization,the modernization of national governance emphasizes the transformation of national management mode from the one-way dimension to the modern national governance paradigm of multiple interactive dimensions.The transformation not only provides opportunities and space for the survival and development of think-tank,but also puts forward higher requirements on think-tank and points out the direction for the construction of new think-tank with Chinese characteristics.This paper regards new think-tank with Chinese characteristics as its research object and applies national governance theory and political system theory to explore the relationship between national governance and new think-tank with Chinese characteristics and the path to construct the new think-tank.It further can provide a theoretical reference and realistic thinking.The first part regards the "National governance" and "New think-tanks with Chinese characteristics" as the entry point.On the basis of domestic and foreign related researches,the author adopts literature analysis and comparative analysis to experience the theoretical implication of new think-tank with Chinese characteristics participating in national governance and defines the connotation of national governance and the new think-tank with Chinese characteristics.The author also discusses the national governance theory and the political system theory,looking for the internal correspondence of new think-tank with Chinese characteristics and national governance and build the theoretical framework of this article.Through the analysis we can know that new think-tank as a decision-making consultation agency with Chinese characteristics is an important part of national governance system,and is also a small system in the system of national governance system.The governance system constitutes the external environment for the development of new think-tank with Chinese characteristics.On the one hand,national governance puts forward the new demand and support to the new think-tank with Chinese characteristics.The democracy,institution,legality and coordination of national governance system determine the scope and degree that the new think-tank with Chinese characteristics participates in example,the position is not accurate and the internal governance mechanism is defective.The fourth part is about finding the experience by introducing the construction of foreign countries.The fifth part which is based on national governance,the external and internal dilemmas and regards the government governance,market governance,social governance and the internal governance of think-tank as the starting point puts forward the suggestions for the development of new think-tank with Chinese characteristics based on.The conclusion of this paper is that new think-tank with Chinese characteristics is an important part of national governance system,which constitutes the external environment for the development of new think-tank with Chinese characteristics.The connotation of synergic governance of multiplicity and meta governance provides an idea for the construction of new think-tank with Chinese characteristics and the construction should be based on governance environment and under the leadership of the Party and the government.Besides,great importance should be attached to the pluralistic society,strengthen internal management and break the current barriers of governance environment.Eventually the way that is suitable for the development of think-tank in China can be find out.
