Evaluation Of The Regional Competitiveness Of Forestry Industry In China

Forestry industry is a complex industrial group which involve in the first industry, the second industry and the third industry and has the characteristics of wide range, long industrial chain, and variety of product. Forestry industry is an important basic industry of the national economy, and provide a large number of raw materials and primary products for other industries, but also has a strong ecological service functions relying on the forest resources of renewable. It is a very distinctive feature of the industry with a great potential for development. With the rapid development of China’s economy, the basic role of the forestry industry to further strengthen, the national economy on the development of the forestry industry put forward more requirements, which is provides opportunities for the transformation of forestry industry development. At the same time, with the development of economic globalization and ecological integration, the competitiveness of forestry industry is not only related to regional and enterprise’s economic efficiency and sustainable development, but also related to the status of China’s forestry industry in the international forestry economic and ecological development, which determines the international competitiveness of China’s forestry industry and international status. Therefore, how to make a systematic analysis of the competitiveness of China’s forestry industry from the overall and regional perspective, and determine the relevant factors that affect the industrial development, and formulate industrial policies for promoting the competitiveness of China’s forestry industry are the major issues to promote the development of forestry industry and ecological transformation.Under this background, this study firstly defines and analyzes the meaning and characteristics of the competitiveness of forestry industry by combing the existing literature, and analyzes the industrial structure, different regional resources, investment and development of different industries in China. Secondly, analyzes the factors influencing the competitiveness of China’s forestry industry from the main factors and object factors and construct the concept model of forestry industry impact formation mechanism. Based on the research of the relationship between the factors of the competitiveness of forestry industry, SPSS and AMOS are used to study the formation mechanism of the influence factors on the competitiveness of forestry industry. And then, on the basis of combining the actual characteristics of forestry industry, the paper constructs the "four integrated" model, which is the forestry environment competitiveness, the forestry foundation competitiveness, the forestry core competitiveness, the forestry external competitiveness and the promoting effect of various elements. Then, according to the construction principle of forestry industry competitiveness evaluation index system, the evaluation index system of forestry industry competitiveness is designed, and the key indicators of the evaluation index system of forestry industry competitiveness are identified and screened, which is composed of four second-grade indexes, ten third-grade indexes and twenty-four four-grade indexes. According to the characteristics of forestry industry competitiveness, the evaluation model of regional forestry industry competitiveness is constructed based on entropy weight, TOPSIS comprehensive evaluation method, and linear weighting function method, and the forestry environment competitiveness, the forestry foundation competitiveness, the forestry core competitiveness and the forestry external competitiveness is evaluated from the perspective of static and dynamic, and further in-depth analysis of the competitiveness of forestry industry in the regional differences and their causes. In the end, combining with the regional reality and future national strategic focus, the countermeasures to enhance the competitiveness of forestry industry are given in the aspects of the macro level, meso level and micro level.The research results show that the comprehensive competitiveness of China’s forestry industry is strong in the provinces of Fujian, Guangxi, Qinghai, Neimenggu and Sichuan, etc., while the final number of the provinces are Liaoning, Hainan, Shaanxi, Shanxi, Guizhou, Chongqing and Tianjin, etc.. At the same time, it also shows that the regional differences of the forestry industry competitiveness are big, and the forestry environment competitiveness, the forestry foundation competitiveness, the forestry core competitiveness and the forestry external competitiveness are present a clear differentiation trend. On the whole, the forestry industry competitiveness is composed of dominant factors, core elements, basic elements and industrial environment. The industrial environment including institutional environment and financial environment; the basic elements including resource endowment, infrastructure construction and ecological construction; the core elements including scientific and technological innovation, forestry industry structure and forestry enterprise elements; the dominant factors including forestry industry strength and forestry industry profitability. In the promotion of these elements, forestry industry forming the soft environment, long-term sustainable development and growth, and increase-value competitiveness, and thus becoming a comprehensive competitiveness of forestry industry. In the effect mechanism of competitiveness, the direct government support or indirect government support which is through the resource endowment and market conditions has a positive effect on the competitiveness of forestry industry, and the industrial organization structure and the scientific and technological innovation have positive effect on the competitiveness of forestry industry.
