Research On Construction Of Modern Forestry Industry Ecosystem Of Heilongjiang State-Owned Forest Region

The forestry has become the international focus and its ecological function becomes the international research topic under the serious situation of the changes of global economy and climate, resource crisis. The plan of forestry development of the 12th also affirmed the function of ecological, economic, social, carbon sink, determined the strategic position and historical mission, shaping the basic framework and evolution pattern of modern forestry development. The construction planning outline of ecological civilization (2013-2020) that promoted by forestry administration bas clearly established the ecological red-line, strengthening the ecological benefit of material products, ecological products and culture products of forestry industry. Heilongjiang state-owned forest region has fallen into crisis of economy, resources and ecological environment because of the long supply of timber, the industrial structure that rely on forest resource, the implementation of national forest protection project remit the plight, but it has not established a long mechanism which leads to the contradiction between industrial development and ecological environment protection. Therefore, the industry transformation development and economy-social-ecological environment harmony based on ecological function will be seen as a problem to be solved in Heilongjiang state-owned forest region. The construction of modern forestry industry ecosystem is the integration of natural and social science which combines the forestry industry and natural ecological system through comparing the structure and function of natural ecosystem, relieving the contradiction between industrial economy development and ecological environment protection, realizing the harmony of economy, social and ecological benefits.The paper solves the key problems of constructing modern forestry industry ecosystem of Heilongjiang state-owned forest region based on the theory of industry ecosystem, symbiosis, circular economy and sustainable development, using the analysis methods of literature, system, model and empirical. Firstly, defining the concept of modern forestry industry ecosystem based on the theory of industrial ecosystem and industry symbiotic, expounding the basic contents and characteristics of modern forestry industry ecosystem; Secondly, describing the present status of forestry industry in Heilongjiang state-owned forest region form two aspects of qualitative and quantitative, analyzing the industry structure, industry dominant, industry diversity and industry correlation, revealing the problems of forestry industry; Thirdly, evaluating the adaptability and stability of forestry economic and ecosystem that taking the 40 forestry bureaus under Heilongjiang state-owned forest region. The results showed that 17.5% of the forestry bureaus have stronger adaptability,45% of the forestry bureaus have weaker adaptability,22.5% of the forestry bureaus have stronger stability,47.5% of the forestry bureaus have weaker stability, and then dividing adaptability-stability quadrant according to the comprehensive evaluation results; Fourthly, it takes DEMATEL method to analyzing the influence factors of forestry ecosystem which including the factors of technical, external, structural and subjective, the results showed that the factors of national economic investment, key enterprises, technological innovation ability and regional resources superiority are the key factors that influence the forestry ecosystem; Fifthly, constructing the modern forestry industry ecosystem, expounding the producer, consumer and disintegrator enterprises, then reflecting them to the economic-social-ecologial complex ecosystem of Heilongjiang state-owned forest region, construcing the structure model of modern forestry industry ecosystem from forestry resources, industry economy, social development and ecological environment, expounding the operating model; Sixthly, promoting the industry ecosystem to modern forestry industry ecosystem evolution from resource guide, capital support and industry pull based on the evaluation results of adaptability and stability of forestry industry ecosystem and its influencing factors, promoting corresponding countermeasures, promoting forestry industry ecosystem evolving, then realizating the modern forestry industry ecosystem keep healthy, orderly, sustainable and stable operating.
