Having the world’s third largest mineral reserves, and being the largest industrial economic entity as well as the largest base of primary product import-export-processing, China stands as the core of Asian-Pacific developing countries. China is now focusing on the economic structural transformation. The huge volume of Chinese economy would lead China to become the world’s largest mineral resources consumer, and Chinese mineral reserves per capita is rather small. These facts make the upgrade of mineral resources industrial structure become the vital part of the Chinese economic structural transformation. The underdeveloped area of western China holds rich reserves of mineral resources, and the mineral industry is the mainstay industry of the area. For the economy of western China is highly dependent on mineral resources, and there was little relative research in these area, the transition and solution of its economic transformation need further study. The One Belt One Road(OBOR) strategic concept provides windows and opportunities for international exchange and cooperation of western area of China.Combined with the knowledge of Resource Industrial Economics, Regional Economics and Management, this article methodized the definition and characteristics of the mineral resources industry, and divided the sectors based on the characteristic of the mineral resources industry. This article discussed the relative research methods, built models using Shift-Share Analysis and location entropy analysis, then calculated and analyzed the competitiveness strength as well as the specialization of the area.This article calculated the share factor of mineral industry and its subdivision departments, industrial structure factor, regional competitiveness strength factor and regional entropy based on the empirical analysis to five western China provinces. The conclusions are:(1) the overall level of five provinces mineral industry is higher than the national level. The mineral industries of this five provinces are pillar industries to them, and made huge contribution to their economy. The mineral industry has advantage in external development.(2) After calculation and analysis to the subdivisions of the mineral industry, author found the mining and selecting industry held the most advantages, while the processing industry was relatively underdeveloped, which means low additional value in the product and irrational industrial structure.(3) General problems of the mineral industry in this five provinces are the scales of the enterprises are relatively small, and the rate of development and utilization of the mineral resources is low. These problems are disadvantages to the mineral industry development.In the end of this article, SWOT method is used to analyze the strengths, weaknesses, opportunities and treats of the external development of the mineral industry of this five provinces, and to make SWOT strategies combination. This article gives strategies combination to external development of mineral industry in five provinces of western China, and gives corresponding measures and advice that optimize the adjustment industrial structure, enhance the overall strength of the mining industry; policy support and encourage corporate mergers and acquisitions, improve the competitiveness of enterprises; strengthen inter-regional cooperation and form the industrial agglomeration.
