Faced with the situation of the coming of a third industrial revolution and a need for manufacturing businesses to upgrade, how to proceed from the business entity and effective control of state- owned manufacturing enterprises with the concept of system, to improve resource utilization, product quality and increase product added value, is the current problems to be solved. This article is based on optimal allocation of resources and health assessment of state- owned manufacturing enterprises. In this paper, a manufacturing enterprise resource optimal allocation model for different environments is established, a bi- level programming model for improve the efficiency of resource allocation enterprise is proposed, a health evaluation system of manufacturing enterprise is established. The work improved the theoretical and analytical methods of the enterprise ecosystem. After extensive research, this article got the following results:A concept of State- owned enterprise ecosystem model is established. First, the research status of individual ecosystems and business ecosystem is analyzed systematically; the shortcomings of existing research are pointed out. Then, a concept of ecosystem model of manufacturing enterprise including core, support, and external environment is proposed based on enterprise value chain model. Then the organizational structure and the relational of the model is analyzed and the d ifference between eco- system of manufacturing enterprises and business ecosystem is expounded. On this basis, of the particularity of the state-owned manufacturing enterprises is analysised in-depth and a conceptual model of state-owned manufacturing enterprise ecosystem is proposed.A manufacturing enterprise ecosystem for different environmental optimization of resources allocation model is established. On the basis of in-depth analysis on the competition between departments, the competitive relationship between the ecological system for manufacturing enterprise sector is discussed based on system dynamics theory. A resource optimal allocation model is established according to the characteristics under different environmental enterprise resource allocation decisions. Finally, the resource al ocation simulation method is discussed.A bi- level programming model for improving resource allocation efficiency of the manufacturing enterprise eco-system is established. Firstly, the master- slave configuration process of resource allocation process in manufacturing enterprise is analysised. Accordingly, a bi- level programming model is built. The upper object is maximization of efficiency of resource allocation, while the lower target is maximization of enterprise output. Then a harmony search algorithm for solving the bi- level programming is improved. Testing has shown that the improved adaptive harmony search algorithm get faster convergence.A health evaluation index system for the whole life cycle of manufacturing enterprises is established. O n the basis of analysis of evaluation focus of health in different stages of development for manufacturing companies, A health assessment index system of the entire life cycle of manufacturing enterprises is established. The evaluation system highlighted the particularity of state-owned manufacturing enterprises. The index weighting method is analyzed based the large partial membership function Cauchy distribution and projection pursuit method.An empirical study on the ecological system in the state-owned manufacturing enterprises is carried out. Taking TF for example, results of this study were tested. The dynamic simulation results of resource allocation show that, harmony sectors conducive to maximize enterprise value; technology and innovation are critical to the development of enterprises; only by achieving harmonious coexistence of the sector, the maximization of both efficiency and effectiveness is possible. After analysis based health evaluation index system, the conclusion is as follows: the index system has the character of objectivity, effectiveness and good discrimination, which could better use of enterprise’s actual data and expertise.
