With the global economic development transferring to developing countries, the study to the Latecomer Firms are gradually from developed countries to developing countries, and increasingly focused on the issue like China and India. The catching up technology of the Latecomer Firms is relevant to the changes in the environment of technology and its own technological development. Many scholars have observed that technological development of the Latecomer FirmsOriginated in the introduction of technology, when the forced the Enterprise must introduce technology-input under the environment of weaker technology on its own and stronger on foreign powers. With the accumulation of scientific fact and development of management theory, the researchers began to realize that the single factor limits the enterprise during the developing process, and then gradually turned to the combined effects of systemic factors(environmental, political, and cultural factors of their own) attention.According to the basic theoretical framework on the development situation, the article choose some Latecomer Firms in high-tech industries, heavy industrial equipment and manufacturing industries of consumer goods to study the ability of catching up in different technical context from the perspective of development. Then to divide it into three parts of the start-up phase, the improvement phase and the beyond phase of catching-up technology based on the actual situation of technological development to test the theoretical saturation.The second part is to select high-tech enterprises- Sichuan Changhong’s PDP technology import projects to study how to choose technology introduction for the Latecomer Firms with the complexity of the different features and technology transitions at all stages of technology development under complicated situations. The study found that start-up phase of technical complexity and the technology transition speed differ at different characteristic stages, to make a suitable selection from these mature features is the key to lay the technical ability of catching-up for the Latecomer Firms.The third part is to select two heavy equipment manufacturing enterprises, Dongqi and Xinkun, to study different collaborative innovation model under the modular technology research situation of the Latecomer Firms in leading and assistive technology.
