Speed up the construction of rural informatization is the development of modern agriculture, the construction of the harmonious beauty of the inevitable choice of new countryside, is an important thrust to realize the transformation of the mode of economic development, is the important way to realize the overall planning of urban and rural areas, to improve the quality of the peasants, plays a very important role in the cultivation of new farmers. In the party and government’s attention, governments at all levels of the rural informatization construction investment is increasing continuously, the construction of rural informatization development opportunities hitherto unknown. In this context, and constantly improve the construction of rural informatization performance, the limited human, material and financial resources "good steel" in "edge", the good results of construction of rural informatization, it is particularly important.Evaluation research on the evaluation of the construction of rural information present academic circles mainly focus on the construction of rural informatization level, namely, analysis and evaluation on the present situation of rural informatization construction, and the construction of rural information efficiency evaluation research is less. From a macro level, the use of DEA-Tobit model empirical analysis of Hunan Province 14 city (prefecture) to display the results in the performance and its influence factors, the informatization construction of the government in rural areas, the factors that affect the performance of rural information service including farmers’trust in government and administrative village average population of farmers, the average years of schooling and the level of urbanization.On the basis of system theory, this paper uses the intuitive analysis method and accurate analysis method for the analysis of coordination of rural information construction performance of the macro level and micro level, functional differentiation and estimation of rural information construction performance system from the "comprehensive performance" perspective, in order to enhance the leading role of government, highlighting the essential of the dominant position of the farmers, improved service operation mechanism and other measures and suggestions, in order to improve the construction of rural informatization performance.
