Research On The Evaluation Method And Its Application Of Supporting Capacity Of Equipment Manufacturing Industry

Equipment manufacturing is a basic industry of national economy, it related to national economy and national defense security, and also a strategic pillar industry playing an important role for the healthy development and technological progress of national economy, and the technology level of which directly affect the development of national economy. The equipment manufacturing industry can’t develop very well without the help of supporting industry, so it is of vital importance to evaluate the supporting capacity of equipment manufacturing. The comprehensive evaluation of supporting capacity of equipment manufacturing is based on industrial chain, the industrial clusters and the comprehensive evaluation theory and is combined with its own characteristics of the equipment manufacturing industry in Shenyang. It has an important strategic significance for strengthening the supporting capacity and enhancing the core competitiveness of the equipment manufacturing industry in Shenyang.Foreign and domestic scholars have studied on the equipment manufacturing industry, and theory system become more and more mature. For the researches of industrial supporting ability have already made certain progress, but researches combine equipment manufacturing industry with industrial supporting ability are few. More researches for industrial supporting are focused on the problem analysis and qualitative description, but researches for how to measure and evaluate the industrial supporting ability are few. In view of above thinking, this paper’s main work is as follows:(1) Combine with the comprehensive analysis of the results of domestic and foreign scholars’ research on the equipment manufacturing, industry clusters, supporting capabilities, and comprehensive evaluation, the related theories of the supporting capacity of the equipment manufacturing industry from the system point of view is reviewed, and the theoretical origins and characteristics of the supporting capacity of equipment manufacturing industry are clarified. On this basis, the meaning of supporting capacity of equipment manufacturing industry is defined. From the view of internal, external and their transformation, the influencing factors of equipment manufacturing industry is analysed. Then, the mechanism of equipment manufacturing industry is revealed and evaluation index for the evaluation of equipment manufacturing industry is set.(2) Evaluation model of equipment manufacturing ability is given. Due to the limitations of scatter-degree method, in order to make good use of subjective and objective informant ion and emphasize its objectivity, justness and rationality in the evaluation process, a scatter-degree method of subjective information insertion type was proposed. Examples show that this method reflects the whole diversity between evaluated objects at its utmost, and can reflect experts’subjective judgments as well, so as to realize the effective integration of subjective and objective information. Through the comparative analysis with scatter-degree method and weighted scatter-degree method, it can be seen that the scatter-degree method of subjective information insertion type is an easy and effective evaluation method.(3) Through dynamic comprehensive evaluation of the equipment manufacturing industry’s supporting capacities of 15 provincial-level and sub-provincial cities where equipment manufacturing is seen as their leading industry, the status of Shenyang Equipment Manufacturing’s supporting capacity all over the country is determined. Then, policy recommendations for enhancing the supporting capacity of Shenyang equipment manufacturing is provided, and thus scientific methods and new ideas for evaluation of the supporting capacity of Shenyang’s equipment manufacturing industry is provided.
