With the continuous development of our country enterprise technological innovation activities, innovation network and its structure have becomed the important content of innovation development. In the innovation network distributes a large number of non-core enterprises and a handful of core enterprises, non-core enterprises are controlled by the core of the network center, and non-core enterprises provide OEM or processing services to the core enterprises. Although the importance of core enterprise in the innovation network is self-evident, but if the innovation network is without non-core enterprises, the core enterprise cooperation is lack of innovation to support the non-core enterprises, innovation network is without heterogeneous resources endowment and the unique advantage in a row, the smooth development can not be the core enterprise, therefore, technology innovation ability of non-core enterprises is the integration of external innovation resources and ensure that the key to the success of innovation network. In the face of the new normal under the background of industrial transformation and upgrading of the structure requirements, the promotion of non-core enterprise’s technological innovation ability, the core enterprise and innovation not only realize the matching relation, and it relates more to support enterprise innovation network’s overall level of innovation and competitiveness of ascension. Therefore, in the context of innovation development, the thesis focuses on innovation network central core enterprise technology innovation ability of basic level, the thesis studies the main factors influencing the non-core enterprise technology innovation ability and its growth trend in the future.
