As one of the basic industries of the national economy, agriculture has played a more important role in every country. Therefore, the governments in the entire world give the agriculture financial support and protection. However, there are a lot of problems seriously affecting the efficiency of the management of Chinese agricultural funds due to various reasons. For examples, there are too many intermediate links, the transit time is too long, the use of the funds are too slow, the funds seldom arrive at the right place and the supervision methods are outdated. In recent years, with the constant increase of China’s support for the "three rural" work, the scale of the financial funds for agriculture is also growing. It has become a pressing matter of the moment to strengthen the supervision and to ensure the fiscal agricultural investments are used safely and effectively. To promote the management of agricultural investment and improve the efficiency of the use of funds, the National Audit Office has organized personnel to do audit research on the investment and management of agricultural funds in certain provinces and autonomous regions. The research shows that there are a lot of problems in management of the national agricultural investment. Some provincial governments did not put the investment in place. They did not regulate and supervise the financial investment of agriculture according to the rules. The lack of standardized management of the funds is also a big problem. Based on the current situation, this article tries to develop an optimized model suitable for the current financial agricultural supervision of our country by investigating and analyzing the existing mode and by drawing on the advanced international experience and by combining with the actual situation of the use of financial funds.Based on the scientific outlook of development as guidance, this paper applied the methods of literature research, field research, systematic analysis and other research methods to carry out in-depth investigation and analysis of the government regulation model of financial agriculture input. The research content includes the following parts:(1) Using the method of literature research method, this paper investigates the domestic and foreign scholars’research of the supervision of governmental investment project, the research of the financial investment assessment, the research of financial agricultural investment supervision mode, the research of third-party assessment. Summarization and comparison has been made. Research on relative theories has also been carried out, including the theory of public finance, systematic optimization theory, project management theory, feedback control theory and the national financial investment project supervision measures theory. All these efforts lay the foundation for the construction of development of an optimized mode of financial supervision of investment. This part is mainly included in the 2nd chapter and the 3rd chapter.(2) Based on China’s current situation of financial investment in agriculture and the implementation of the supervision mode and the analysis and reference of the supervision mode of other countries, this paper proposed the general design idea and guiding ideology and design principles and design purpose and optimized mode and mechanism of the financial supervision. This part includes the 4th,5th,6th and 7th chapters.(3) Based on modern computer science-related technologies and applications, this paper systematically demonstrates the design and implementation of information platform in Optimal Designed National Agricultural Investment Regulation Model, and also, provides an information platform of integrated-solution to enhancement supervision of financial investment in agriculture. This part is included in the 8th chapter.(4) After conducting extensive investigation and analysis, adopting the empirical analysis method and case studying of the province which has been implementing the third party independent evaluation, this paper expounds the enhanced performance of organic combination of the Optimal Designed National Agricultural Investment Regulation Model and the independent third party evaluation and post evaluation. This part includes the 9th chapter.(5) On the basis of the previous sections, this paper summarizes the main conclusions and proposed supporting measures of the Optimal Designed National Agricultural Investment Regulation Model. This part includes the 10th chapter.After theoretical analysis and empirical researching work, this paper has drawn the following conclusions:(1) To improve the benefits of the financial agricultural investment projects, our country must strengthen the supervision of the projects. To strengthen the implementation of supervision, optimized mode must be developed. The mode development should include building the three-dimensional supervision mode, expanding the regulatory body and strengthening of supervision main body function, using the high tech method and scientific and effective supervision methods, importing the informational platform.(2) In the situation of highly developed information technology, this paper argues that, to improve the efficiency, the introduction of high-tech information platform into the process of in financial agricultural investment supervision, can be worthy of trying for government departments.(3) Practical experience in some provinces of early and pilot implementation shows that in the fiscal agricultural investment regulatory process, using the third-party independent evaluation will help to strengthen the regulation of financial investment in agriculture and improve the overall performance. Therefore, this paper considers a third-party independent evaluation method is currently optimized and effective way to strengthen financial regulation of financial investment in agriculture.Based on the above conclusions, this paper further proposes that in process of strengthening financial agriculture investment supervision, we must make transformations of the government to strengthen social management and public service functions, we must establish and improve the fiscal agricultural investment supervision legal system, and we must improve the public opinion environment of "three rural" development, we must take practical measures to vigorously promote the information disclosure of financial investment in agriculture, we must introduced advanced technology to farmers and strengthen the technical talent team construction, we must improve the independent third party evaluation system of financial agricultural investment, and so on.In the field of the financial investment in agriculture, a lot of researches have been carried out. However, there are few research papers that have really conduct in-depth systematic research on the supervision mode of financial investment in agriculture. There are even fewer research papers on the effect of independent third party evaluation. Therefore, this paper represents the preliminary efforts in this direction. Of course, due to various objective conditions and the limits of time, physical strength, ability, this paper did not further expand the research results by field investigation and empirical analysis. From this perspective, the issue of this paper needs further investigation.
