Research On The Supervision Of Online Catering Third-party Platforms

Network safety concerns thousands of households,has become the focus of attention of the problem.Strengthening the network catering,especially the network catering third party platform supervision,in the protection of food safety,respond to the voice of the people,promote social stability and so on has important significance.In this paper,the theory of public interest and public governance theory as the theoretical support to the third party network platform as the research object,through the description of the status quo of catering management network security risks exist,combs the current network catering third party platform,analysis of deficiencies of party supervision network platform catering in third aspects,and through the network platform of third party catering regulation case the analysis,put forward some suggestions to improve the supervision of third party platform network,aims to provide a feasible way to solve the current network chaos.The study found out,online catering in the catering food,production process,distribution,problems and consumer rights,especially in the network third party platform,there are many problems,mainly for the daily management of the absence of competition between platforms,platform in chaos,lack of consumer protection,credit evaluation distortion etc.The management chaos in the third party platform of network catering is difficult to be completely solved by the single supervision of the government functional departments,and the government and all sectors of the society can work together to achieve effective supervision.In government regulation,eliminate market failure factors,improve the efficiency of supervision.The specific measures and suggestions are proposed: the implementation of network on food business licensing system,the electronic map identifies the business address system,so as to achieve publicity operators basic information true and effective;and improve the network food traceability information system,network light range system,eliminate information asymmetry between operators and consumers;the implementation of the platform to the main platform to fulfill management responsibilities,supervise the third party management obligations,eliminate negative externalities;the platform monopoly characteristics,promote the network operation of food safety knowledge class system;play the role of network technology,improve the efficiency of supervision;rely on new tools,such as data sampling to conduct effective supervision;strengthen law enforcement and punishment,to curb illegal behavior.Common governance play in all sectors of society,calls for constituting a social system of governance,in the daily supervision,strengthen social governance,play various governance functions,improve the governance mechanism,give full play to the advantages of the common governance network governance.
