In today’s knowledge economy times of rapid development, new knowledge and new technologies become the main factors to promote the development of economy, science and technology innovation is seen as the economic motive of sustainable development. With increasing competition and the development of the knowledge economy, science and technology innovation is increasingly shown in the characteristics of various fields, multiple institutions and the regional integration. More and more knowledge and technologies are needed for innovation, because the innovation process is complicated. It is difficult to make a reality the breakthrough of science and technology relying on one institution of enterprise, universities or government. Therefore collaborative innovation has become an important means to promote scientific and technological progress. In China, after 20 years’development and practice, industry-university-institute cooperation has made certain achievements, but still exist many problems, such as collaborative innovation overall level is not high, competitiveness is not strong, the development of economy and technology is not coordination, the innovation efficiency of science and technology is low, the government role in the collaborative innovation is not clear, and so on. So it is important theoretical and realistic significance that researching the interactive relationship of university, industry, government in collaborative innovation system and exploring the practical path of Chinese university-industry-government collaborative innovation. The triple helix theory which was born in the late 20th century considers that university, industry and government supplement each other, cooperate closely, and mutually permeate their roles. The overlap of the three is the core of the innovation system. This theory provides a theoretical basis for research on collaborative innovation under knowledge economy. The triple helix in the process of their own evolution and co-evolution has risen in spiral, their basic ways are resource sharing, diffusion and integration. Due to the complexity of resources which belong to the university, industry, and government, the resource elements need reasonable, scientific and effective configuration in a particular area, space and time. Promoting the flow and diffusion of innovation resources, quick digestion and absorption by the innovation main body digested, generate emergent properties and polymerization active effect as a whole. The resources in the process of collaborative innovation dynamically adjust, affect and supplement each other, thus increasing the use efficiency of innovation resources, promoting technological progress and social economic sustenance, and coordinated development. Therefore it is essential to research into the triple helix relation from the perspective of resource integration, and find solutions to fully integrate innovation resources of university, industry, and government. It searches the frame and system of triple helix theory to promote the practice of collaborative innovation for reference.The current study in this field mainly focuses on the triple helix theory connotation, the model of deconstruction, subject characteristics, operation system, mechanism, and so on, from the perspective of resources integration have not been observed to study the triple helix relationship. And most western scholars study the triple helix theory with consideration for the developed countries. However, as an emerging economy, China has its own characteristics. The triple helix theory can be adapted to Chinese context to answer the following questions, how can one correct and improve the triple helix model to guide the innovation practice of China, in the process of triple helix evolution, how do the innovation resources from the main body spread and integrate, in the background of global integration, how do Chinese triple helix perform in the international cooperative innovation, how does the contact between triple helix relations and cooperative innovation become efficient.Considering the above questions, this paper is organized as follows:In section 1, we build the triple helix model of dynamic integration mechanism. On the basis of studying the triple helix, resource integration, national innovation system, collaborative innovation and other related theories, the resources integration theory is introduced into the study of triple helix collaborative innovation, builds up the research framework of triple helix dynamic integration mechanism. Its dynamic mechanism and risk mechanism are studied to interpret internal effect of resource integration to promote triple helix innovation system. We put forward triple helix model suitable for Chinese, and explore its main characteristics and typical cases to seek the practical path of Chinese triple helix innovation system ascension.Section 2 discusses the empirical research for Chinese triple helix relation among university, industry, government. Uses of triple helix algorithm to measure synergy close degree and resources integration degree of Chinese triple helix in innovation, and explores a new evaluation method of evaluating resource integration degree and collaborative innovation relations, and put forward suggestions to perfect and correct Chinese triple helix model.In section 3 we discuss the empirical research for the relationship of Chinese university, industry, government participation in international cooperation. To expand of triple helix algorithm, builds four-dimensional model including Chinese university, industry, government and foreign institutions, uses mutual information to investigate the cooperation close degree and development situation among four dimensional main body, reveals the interaction and overall performance of triple helix main body participation in international cooperation. Provides the reference to international cooperation policy for the government and internationalization practice for industry.Section 4 concludes this study. In this section we carry out discussion on the empirical study of collaborative innovation efficiency and influencing factors, finds the key factors to improve the efficiency of collaborative innovation and motive power of triple helix rising. On the basis of constructing the index system for innovation input and output, uses the method of DEA to measure high technology collaborative innovation efficiency of different industries, then uses regression method to investigate the influence factors of innovation efficiency from the perspective of triple helix so as to reveal the industry characteristics and development trend of collaborative innovation efficiency, and puts forward suggestions on improving the innovation efficiency of triple helix.
