The Study Of China’s Edible Oil Safety Regulation

Edible oil is necessities in people’s daily life. It is estimated that per capita consumption of edible oil in China has soared from less than 6 kg in the early 1990 s to 22.5 kg(1), the oil consumption has grew rapidly.In recent years, the security issues of edible oil become more and more severer, “illegal cooking oil” event, cooking oil poisoning and adulteration events arouse people’s highest attention.Compared with other food, edible oil has its own uniqueness, that is, in the process of consumption; it usually doesn’t exist alone but exists widely in various kinds of food. Therefore, once the edible oil has safety problem, food safety will inevitably not be guaranteed.In addition, the edible oil has a long industry chain, the links of which ranges from the planting, storage, transportation of oil crops to the production, processing, storage, transportation, wholesale, retail, and consumption of edible oil. The series of links involve numerous of market bodies who have different interest demands so that many potential unsafe factors exist in every link.In order to eliminate the potential threats and construct safe, reliable cooking oil market environment, this paper lays stress on the concept of entire process regulation, utilizes with emphasis economic theories like Information Asymmetry, Externality, Regulatory Capture, Cumulative Risk, etc. adopts the principles of macroscopic and microscopic combination and game analysis method to analyze the several issues in market failure of edible oil safety regulation, and put forward suggestions to establish and perfect edible oil safety regulation institutions and systems in China.This paper has seven chapters:Chapter 1 is Introduction.It is to introduce the research background and meaning of the edible oil safety regulation, and based on the domestic and foreign literature of edible oil safety regulation theory and practice to determine the research method, the logical structure and basic content of the article and put forward innovation points.Chapter 2 is theoretical analysis of edible oil safety regulation.Systematically elaborate some basic theories such as the Externality Theory, Information Asymmetry theory,Regulatory Capture Theory and some theories related to edible oil safety such as Security risk accumulation theory, Post- empirical Product Attribute Theory,Public Product Theory, and make an analysis about the influence of edible oil safety on related subjects.Chapter 3 is constructing of Multi-Stakeholders Static Game Model of edible oil safety regulation.At first, It is to explain the relationship among subjects related to edible oil safety regulation,and point out factors which affect its performance of the regulation. Then, It is to highlight the social intermediate organization which is easily ignored by public and illustrate that social organization is another power which plays important role in regulations apart from national power and market power. On that basis, the edible oil safety regulation game model is established, and it is analyzed comprehensively according to state force, market force and social force.Chapter 4 is the present situation and main problems of Chinese edible oil safety regulation.It has teased out historical evolution of edible oil regulation development, analyzed its present situation and pointed out main problems and causes in order to build a good foundation for putting up with countermeasures of perfecting our country’s edible oil safety regulation.Chapter 5 is foreign experience and enlightenment of edible oil safety regulation.This paper adopts comparative institutional analysis, not only analyzing the traits of multi-department edible oil safety regulations represented by United States and Japan, but also analyzing A single agency regulation mode represented by Europe Union and the regulation of Brazil which is our main edible oil importing country, in order to get inspiration to improve edible oil safety regulation system of our country.Chapter 6 is analysis on perfecting Chinese edible oil safety regulation.The paper explores the feasibility of edible oil safety regulation innovation, sets up entire process concept about edible oil safety regulation, and puts forward countermeasures towards improving related laws and regulations, strengthening edible oil safety regulation environment construction and enhancing social intermediary organization construction.Chapter 7 is the construction of Chinese edible oil safety regulation system.Based on perfecting the countermeasures of Chinese edible oil safety regulation in the chapter 6, regarding the entire regulation concept as the guide, the key task is to establish the four standards system of edible oil safety regulation in our country.The innovation points of the article: the first is the entire regulation concept of the edible oil safety, which highlighting the significance of realizing the coordinated regulation of various departments at present. And because of that, the idea of edible oil supply chain is introduced, which establishes an edible oil safety regulation analysis framework in theory based on the supply chain; with the introduction of social intermediate organizations, a multi-agent game model has been established.
