Since reform and opening up, China’s agriculture and rural development has made remarkable achievements. Especially in the21st century, food production achieves the "Eleventh even increasing", farmers’ incomes continue to grow, the sustainable development of rural public utilities and social harmony in rural areas stable. In2014Central Rural Work Conference stressed to promote agricultural modernization, develop the agricultural industry, and promote the integration of interactive secondary and tertiary industries.Vegetable industry has gradually moved from the former "home garden" to a pillar industry of the main producing areas of agricultural and rural economic development, with strong international competitiveness of industries, security for, income, employment status and promote increasingly prominent. Farmer as a very important agricultural management main body in vegetable industry plays a very important role in vegetable production and marketing.Farmer’s behavior involves many aspects, the system itself is a complex system, the key point is to find out the breakthrough point to build a system analysis framework. Based on vegetable industry development theory and the vegetable industry analytical framework, this paper integrate gray system evaluation, binary Logistic model, DEA-Tobit model, Multivariable probit model, cluster analysis,etc. Analysing vegetable farmers of facilities in Beijing, Shandong, Liaoning, Hebei and Tianjin, which supply for Beijing, with fanners vegetable production and sales data through field research. And also use factor analysis method to analyse the behavior of farmers’selling vegetables. The main conclusions obtained are summarized as follows:(1) By using principal component analysis we calculated the three main aspects of vegetables industry development,which are "comprehensive index of input","comprehensive index of technical applicatiorTand "sales index of tranportation",the three aspects provide the support for the famers’ behavior under the framework of vegetable industry development.By using grey system evaluation compared for the31provinces (area, city) in resent ten years (separated for two five years), we found Beijing, Tianjin, Hebei and Shandong are in a high class area, Liaoning is in the middle class area.(2)About30percent of the households surveyed currently considered abandon the cultivation of vegetables. Empirical analysis shows that the years of farmers’growing vegetables and total household income has a negative impact on farmers’willingness to abandon vegetable production.; the proportion of vegetable acreage in family arable land, vegetable production on the loans demand without met, fanners on the technical requirements without met, vegetable production affected by natural disasters in2011and having vegetable farmer cooperatives in village have positive impact on fanners’willingness to abandon vegetable production.(3) The factors allocation’s efficiency of facility vegetable production is high, but there is still much room for improvement. Empirical findings show that, the average age of the head of household, the strong degree of willingness to give up vegetables, the extent affected by weather disasters as well as the distance between the village and district (county) government has a significant negative impact on the efficiency of facility vegetable production; average education level of head of the household has a significant positive impact on the efficiency of facility vegetable production.(4) Technology intensive and farmers’allocation of recources-concurrent business as farmer’s livelihood strategies is also the approach to achieve sustainable livelihoods. For more than30percent of concurrent business farmers, the farmer natural capital, physical capital, financial capital, human capital and social capital are respectively has impact on the livelihood strategies of concurrent business farmers in different directions with varying degrees. Farmers using an environmental friendly production technology will be influence by whether adopting the other environmental friendly production technology. Five livelihood capitals for farmers have heterogeneous effect on using different environmental friendly production technologies.(5) Farmers vegetables selling have different channels, including send to the wholesale by themselves, wholesale, brokers acquisitions, send their own retail market, cooperatives and send purchase orders for companies and schools. The first two channels are the main way that farmers sell their vegetables, different sales modes have different characteristics.
