The regional logistics and distribution mainly refers to establish a regional logistics and distribution system which can be reasonable use of the space structure and the service scales and adapted to the local area environmental characteristics based on the local market economy environment, political environment, natural environment and other factors to achieve the overall objective of sustainable development throughout the region. The location of the regional logistics distribution center has an important impact on the operation of the entire logistics system. As the connection between factories and customers, the site will not only determine the distance and the corresponding logistics distribution model, but also play an important role on the operational efficiency of the logistics systems. So the study on the location of logistics and distribution Center has important theoretical and practical application significance. Taking into account the uncertainties and ambiguities in the of the logistics site evaluation process, and the single has high degree of subjectivity, so the multi-person decision-making has be put forward which is more scientific, rational and convincing.This paper mainly studies the application of he fuzzy group decision-making in the logistics location. Aiming at the evaluation and selection of the entire regional logistics distribution center location, this paper mainly study on the indicator system establishment, the method for determining the index weight, the method for determining the expert weight involved in multi-people and the method of gathering the final expert information. The main research results and methods are as follows:Firstly, this paper studies the standards and principles of establishing evaluation index system. On the basis of summarizing and analyzing the existing research results and the standards and requirements of reducing carbon emission and conserving energy of the Twelfth Five-year Plan, this paper put forward the evaluation index system from transportation factors, economic factors, environmental factors and other factors. Taking into account the large correlation that may exist between the indicators, the indicators must be screened. Then, based statistical theories, this paper analyzes the primary evaluation index system of the regional logistics distribution center location from one-sided test and overall-test. Thus, it determines and improves the evaluation index system.Determining the weight of each index is another important issue through the evaluation process of the regional logistics distribution center location. The existing most commonly used method methods to establish the reciprocal or Fuzzy Complementary Judgment Matrix by comparing the importance of indicators and then determine the index weight the by Judgment Matrix. As scholars, study development, there are many research results about the reciprocal matrix or the fuzzy complementary matrix. Experts and scholars put forward the weight formula from different aspects, resulting in that it is difficult to choose what means to calculate the index weight. This paper describes methods of establishing the reciprocal comparison matrix and the Fuzzy Complementary Judgment Matrix construction and determining the sort weights through the judgment matrix. Aiming at the sorting methods of the reciprocal Judgment Matrix, it applies comparative analysis of the existing difference sorting methods through the method of simulation. It finds that the sorting result is different when different sorting methods are applied so far as the same judgment matrix. The order of the judgment matrix is greater, the weight difference is greater. When the order of the judgment matrix is below7, the sorting result is almost the same for choosing different sorting methods. When the order of the judgment matrix is more than7, the sorting result appears great reversed for choosing different sorting methods. So in the analytic hierarchy process, the order should be less than or equal eight. In general, the best and the worst program can be accurately determined regardless of the order of the matrix or the sorting methods. There are so many methods of sorting, so it is difficult to choose the best method. Aiming at this problem, this paper put forward to gathering all sorting weight of different methods by applying the weighted average (CWAA) operator as the final weights so as to comprehensively use the strongpoint of various sorting methods.In the evaluation process involved in many people, the credibility of the information from different experts and scholars is not at the same level because they have different level of understanding, knowledge or, risk attitudes to logistics and distribution center location. So how to effectively portray the importance of information from different specialists, that is expert weight, is an issue that must be addressed. In the process of determining the weight of weight group experts, it assumes that the evaluation information is fuzzy numbers. Based on the similarity function of fuzzy numbers and according to the similarity that one expert, decision-making information to other experts,,the paper put forward one method to refine the experts objective weight which solve the problem of determining the objective weights in fuzzy environment. At last, promoting the method and giving the expert weight determination method based on the weighted method and the straightened vector method.Next, the problem is how to gather the information of experts. Based on the decision-making Information is the fuzzy numbers, firstly, this paper considers two principles when gathering comprehensive opinions of experts:one principle is to make the expert evaluation value is subordinated to fuzzy evaluation value of the membership as large as possible; another principle is that the ultimate group comprehensive value after gathering expert opinions should be agree with or close to the objective evaluation of all experts as possible. According to the concept of membership degree of fuzzy numbers, on the condition that the degree of membership is maximum as constraint condition and the deviation between the ultimate group comprehensive value and each expert objective evaluation is minimization as goal, this paper establishes the group expert information gathering model based on the principle of membership degree maximum. Then the model be simplified, and the non-linear model be solved based on the genetic algorithm. Finally, analyzing the process of logistics distribution center location through practical case studies, and gives some reasonable proposal.Based on fuzzy principle, this paper establishes a logistics distribution center location model to solve the uncertainty and ambiguity in the logistics selection process, and develops the theory of attribute weights determination of multi-attribute decision-making, the expert weight determination of group-decision making and gather group expert opinion based on fuzzy theory environment.
