Study On Forest Land Resources Sustainable Utilization In The Forest Industry Region Of Heilongjiang Province

This research uses the sustainable utilization of forestland resources of forest industry region in Heilongjiang Province as the object of research, bases on the analysis of the dynamic change and the status quo of the forestland resources of forest industry region in Heilongjiang Province and gives relatively complete and visualized demonstrations on the 30 years’ dynamic conditions and tendencies of changes of the forestland resources of forest industry region in Heilongjiang Province from 1981 to 2010. At the same time, it places solid foundations and paves ways for the following empirical analysis; the factors influencing the change in utilization of logging industry, forest zone and forestland of Heilongjiang Province are analyzed in details, and the main factors which affect the quantity change and quality change of forestland are concluded through the establishment of econometric model; to evaluate the status quo of the sustainable utilization of forestland resources of forest industry region in Heilongjiang Province; the four major elements restricting the sustainable utilization of forestland resources of forest industry region in Heilongjiang Province are analyzed, which are the element of natural history, the economic element, the policy element and the element of the management system; aimed at the constraints above, countermeasures and suggestions are put forward. And based on the above, the strategic targets, implementation basis and implementation framework of realizing the sustainable utilization of forestland resources of forest industry region in Heilongjiang Province are proposed.The research adopts the methods of combining normative research and empirical research. Standard research is mainly applied to analyze the current condition and characters of forestland resource, the qualitative analysis of factors which influence the change of forestland use, the factors restricting the sustainable utilization of forestland resource and so on. In empirical research, methods such as descriptive statistical methods, multiple linear regression, analytical hierarchy process and others are employed. Among them, multivariate regression analysis is applied to determine main factors that influence the changes in the quantity and quality of forest resources; the analytic hierarchy process is applied to establish assessment criteria system for the sustainable utilization of forestland resources of forest industry region in Heilongjiang Province, and to evaluate the current situation of the sustainable utilization of forestland resource. The data required for analysis is obtained through field interview and investigation, expert questionnaire and collection of statistic data.Conclusions of the study are as follows:First,diversified output value occupancy affects the forestry land area and the forestland of change significantly; diversified output value occupancy increases a percentage point, forestry land area reduces 0.53hm2 and forestland area will increase 0.55 hn2; Second, forestry policy factors affects forest woodland resource utilization in Heilongjiang province significantly. In 1998 the implementation of the TianBao engineering plays a negative role in reduced forest area land area, with the increase of forest forestland of played a positive role in promoting. In 2003 "the decision of central committee of the communist party of China and the state council on accelerating the development of forestry" influences the increasing of logging forest stock volume per unit area in positive way. In 1998, the implement of TianBao project has a negative effect on volume of unit area; Third, the forestry industry output value increase each 100 million yuan, the forestland will add 1500 hm2; Fourth, at the end of year, the forest with a population reduces per 10000, the forestland will increase 13900 hm2; Fifth, the casualties because of working in forestland affects the forest land area significantly. Casualties because of working decreases every person, the forestland area will increase 290hm2; Sixth, to the reemployment of forest forest land productivity, forestry investment has a positive significant effect, every increase of 100 million yuan of forestry investment, unit volume increased by 0.07 m3 hm2;Seventh, after calculation, getting the target layer 0.62 grades, according to the evaluation standard of sustainable forest resources, reemployment of forest region in Heilongjiang province forest land resource utilization in the weak sustainable state, there is a certain distance away from the forest land sustainable using;Eighth, the management system of factors is the most important factor that restricting the reemployment of forest sustainable utilization of forest land, followed by the policy factors, economic factors and natural history.This study proposed the implementation and the specific ways of forest sustainable utilization of forest resources in Heilongjiang province and the safeguard mechanism. Specific ways are:First, always in the process of forestry industry development on the premise of protecting forest resources, insist on green, ecological industry development direction;Second, establish stability of forestry investment mechanism, and promote the sustainable utilization of forest resources;Third, perfect the system of forest management, forest land resource sustainable use; Fourth, promote forest forest removal, ease the pressure of population of woodland resources;Fifth, set up the leadership responsibility, target responsibility system and strictly control the appropriation of woodland of various construction projects.Sixth,forest land use planning, public participation mechanism;Seventh, streamlined forest resource management institutions.The safeguard mechanisms which bring sustainable utilization of forest resources in Heilongjiang province are:First, the stability comprehensive forestry policy and perfect the policy of supporting mechanism;Second, a sound management legal system of woodland resource;Third, developed forestry industry market service system;Fourth, the medium and long term operation of state-owned forest scheme should be established, and set up the bidding committee of state-owned forest management activities.
