A Study On The Efficiency Of The Under-forest Economy Of Heilongjiang Forest Industry Region

Forests economy is a new thing has just emerged under the background that our country to realize a fundamental shift in the forestry development strategy and major progress was made in the reform of collective forest rights. Developing forests economy is a new way to change the mode of forestry development and promote the green development of economy. Forestry industry region of Heilongjiang province is one of the country’s largest state-owned forest region, after a full cessation of commercial logging of natural forests, faced with the problem how to carry out economic transition, the development of forests economy corresponds to the needs of Heilongjiang forestry industry transformation. But at present, the development of forests economy of Heilongjiang Province is faced with the problem of low efficiency, the existence of these problems restricts the development of the forests economy. How to solve these problems has the vital significance to the healthy and rapid development of Heilongjiang forests economy.Firstly, based on the development course of Heilongjiang forests economy, main mode of development, and the development of input and output status, the impact of forest economic development of the main factors in four aspects, we carry out the study on the development of Heilongjiang forests economy. The study found that the investment in fixed assets and human capital investment are excessive, output is insufficient, forests economy development efficiency is not high and need to find out the reason and formulate measures to be addressed in the development of Heilongjiang forests economy.Secondly, summarizes the primary method of efficiency evaluation and explains their advantages and disadvantages, according to the characteristics of the forests economic input and output variables, chooses the method of data envelopment analysis (DEA) to evaluate the economic development efficiency of forestry industry region of Heilongjiang province and introduces in detail the principle of this method. According to the actual situation of the development of Heilongjiang forests economy, the evaluation index system of forest economic efficiency is established, and the meaning of each index is explained in detail.Again, based on the evaluation index system of the forests of economic efficiency has been established, using the DEA model to analyze the economic development situation of four forestry administration within the jurisdiction of forest areas of Heilongjiang province in detail, including the technical efficiency, pure technical efficiency and scale efficiency analysis, scale benefit analysis. It was found that there was a difference on the efficiency of different forestry administration in the development of different forest economic models. For the industry with development of inefficient and diseconomies of scale. we should reduce the input of production factors, devote the production factors to the technical efficiency, returns to scale high industry, to protect the forest industry economy’s rapid development. At the same time, using 2006-2014 time series data to calculate the forest economic development efficiency over the years, in order to analyze the trend of efficiency development of the various industries, found that the technical efficiency under the forest planting and forest tourism development is high and the development trend is good, can be used as the leading industries of Heilongjiang forestry industry.Finally, combining with the conclusion of the research for this paper in order to further improve the efficiency of the development of forests, the suggestions from the government, enterprises and forest countermeasures are brought forward.
