Encompassing a large population and rich human resources is China’s basic national conditions. Rich human resources is the advantages of China’s economic development, to some extent, it also restricts the pace of China’s economic development, because human resources were not human capital. Only after the development and utilization of human resources, we can truly translate it into human capital and human resources. During the development process, the state-owned forest in Heilongjiang Province had gathered a large number of human resources. It is their growth that supports the rapid development of state-owned forest in Heilongjiang Province, also contributes to the modernization of our country. However, since the early1990s, the forest resources of the state forest, economic doom and gloom make the development of state-owned forest in Heilongjiang Province become extremely difficult; they also lead a lot of talent to outflow. With the implementation of the National Natural Forest Protection Project "and" Forestry six major projects ", the state-owned forest in Heilongjiang Province has ushered in new opportunities for development. However, it is our top priority problems to develop human resources effectively in State-owned forest region in Heilongjiang province, to make it into human capital factor, and to better support our province’s State-owned forest zone.On the basis of the analysis of human resource in State-owned forest region in Heilongjiang province and its development status, the article analyses problems which are existing in human resources development and its causes qualitatively and quantitatively, last targeted makes solving the problem of human resources development of State-owned forest region in Heilongjiang province countermeasure and suggestions. Main contents of the article include the following six sections. Chapter I contains the introduction, presents research background, research purpose and meaning, main contents, and the methods and techniques of the study, stresses that strengthening the State-owned forest region in human resource development to promote the sustainable development of State-owned forest region in extremely important practical significance; then, the article describes the theory of human resources, including the theory of human capital, human capital investment theory and the theory of population migration, at the same time it defines the concepts of human resource, human capital, human resources development for the study of human resources development effect on promoting the sustainable development of our province’s State-owned forest region of a solid theoretical basis; chapter three analyses the environment of human resource development in State-owned forest region in Heilongjiang province firstly, and then through the analysis of statistical data for the calendar year to get the material of the current human resources situation and development of human resources in State-owned forest region in Heilongjiang province; the fourth chapter is based on a large number of field research information and data, through reorganizing the summary of factors affecting the human resources development of Weihe Forestry Bureau, using Probit regression model to determine the weights of factors influencing the effectiveness of human resource development; the fifth chapter is on the basis of the third and fourth chapters, summary of State-owned forest region in Heilongjiang province human resources problems in the development process, and then analyses the cause of the lagging development of human resources in State-owned forest region in Heilongjiang province; the sixth chapter solves the problem of human resources development of State-owned forest region in Heilongjiang province countermeasure and suggestion for State-owned forest region in Heilongjiang province human resources problems in the development process, based on the realities of State-owned forest region in Heilongjiang province, respectively, from the ideological concept, movement, education and training, policy and system establishment.
