Research On Construction Of Main Function Area

The strategy of Major Functional Zone (MFZ hereafter) is considered as one of innovation of regional management and governance, which is based on Scientific Concept of Development, and creates a new academic field for Geography, Regional Economics, Public management etc. Since the central committee of the Communist Party of China put forward the concept of MFZ in2005, the state council and provincial governments of China have organized a project for Planning of MFZ. The national planning of MFZ was published in2010, and according to the plan of National Development and Reform Commission, provincial planning of MFZ will be accomplished in the end of this year, which means the project of MFZ will get in the new phase of MFZ construction. Based on this background, the dissertation carrys out a study on how to construct MFZ and its mechanisms, meanwhile it applys the study on the Zhejiang province.First, the dissertation builds a theoretical framework of the basic mechanisms of MFZ. The dissertation defines the basic concepts of the MFZ, then analyses the classification and content of MFZ, and focuses on a comparative analysis of the major function oriented zoning and other types of zoning. The dissertation also has a systematic review of the classical theories of the construction of MFZ, accordingly the theory of mechanism of MFZ is put forward. This theory considers that the formation of MFZ is the way from the optimized development zone, key development zone, restricted development zone and prohibited development zone to the urbanized area, the main producing areas of agricultural products and key ecological functional areas, which is the ideal zoning for land and space development. Specifically it suggests that the government should adjust or implement new regional development strategy, planning, policy and management to promote the transformation of the reality of MFZs to the ideal MFZs.Secondly, the dissertation has a case study for major functional oriented zoning in Zhejiang province. According to the General Rules of Provincial Major Functional Oriented Zoning by NDRC, it has a comprehensive assessment of the development situation and potential for future development of Zhejiang province, and put forward the scheme of major functional oriented zoning of Zhejiang province, which lays a foundation for further analysis of construction of provincial MFZs.Thirdly, the dissertation has a study on the Regional development strategy. Regional development strategy is an overall plan or decision about the major regional economic development issues, and implementation of the regional development strategy based on the concept of the MFZ is the fundamental way to promote the formation of MFZ. On the basis of defining the connotation, classification, characteristics and content of regional development strategy, it reviews the evolution of the regional development strategy in China, and explores the relationship between the major functional oriented strategy and regional development overall strategy, and proposes the content of the major functional oriented strategy of Zhejiang Province. After reviewing the regional development practice of Zhejiang province, the proposal of major functional oriented strategy of Zhejiang province is put forward that the strategic thinking are the Scientific Concept of Development and spatial equilibrium, objectives of the strategy is the formation of three industry zones, three metropolis circles, one urban agglomeration and two ecological districts, the strategic focuses are the optimized development zone and restricted development zone, and the strategic measures are government planning, regional policy and scientific regional management.Fourthly, the dissertation investigates the provincial planning system based on MFZ. The implementation of the relevant planning is an important way to promote the formation of MFZs. It studies the general paradigm of MFZ planning, the basic framework of regional planning based on MFZ, and explores the ideal structure of the provincial planning system based on MFZ. It concludes that MFZ planning is to bring forward an ambitious blueprint of MFZs, regional planning is a realistic way to promote the formation of MFZs, and in accordance with the philosophy of MFZ, adjusting existing content and requirements of all types of plans, and the establishment of provincial planning system, is an important guarantee to promote the formation of MFZs.Fifthly, the dissertation has a study of regional policy based on MFZ. Making and implementation of different categories of regional policy is a key initiative to promote the formation of MFZ. It studies the design framework of regional policy of the provincial MFZs, and analyzes the current regional policy in Zhejiang Province, therefore proposes regional policy design features of the various major functional zones in Zhejiang Province. It is concluded that the provincial regional policy is an important part of the regional policy of the national MFZ, every type of MFz should have a different policy objectives, tools, and combinations thereof. As for Zhejiang Province, the MFZ oriented regional policy should link up with existing regional policy of underdeveloped areas, ethnic minority areas and marine economic development areas effectively.Finally, the dissertation discusses the management issue of MFZ. The effective management of MFZ is the basis of implementation of regional strategy, planning and policy. It analyzes the current situation and existing problems of regional management system, discusses the basic content of MFZ management, and puts forward the basic principles and ideas of the MFZ management system in China. The studies suggest that the major functional oriented zoning and adjustment thereof, making and implementataion of regional strategy, planning, policy and law, as well as the evaluation and examination of construction of MFZs, are the basic content of MFZ management."2+N" establishment of management institutions for MFZ, namely establishing a unified MFZ management agencies both in the national and provincial levels, and seting up a number of management committee for key MFZ, may be the ideal choice for MFZ management for now.
