Regional development gaps have becomed to a major economic issue that affect economicdevelopment and social stability. Developing effective regional policies to promote the regionalcoordinated development is an important issue for governments and academic area. Since 1978,Shandong province has adopted a different policies at different stages of development .This article combs the regional policies in Shandong province systematically since 1978,and evaluates the effects of those regional policies on regional coordinated developmentobjectively from three objectives of changes in the regional economic disparities, basic publicservices and regional patterns.1978~1984, Shandong province took "the unbalanced development strategy of Spot andblock " and implemented the policy of reforming and opening up and the policy of adjusting thelayout of urban and rural industries, including adjusting the layout of agriculture and developingthe town and township enterprises. 1984~2000, Shandong province took "the echelon promotestrategy of combination of the East and the West" and implemented the policy of developingexport-oriented economy, the policy of promoting the development of underdeveloped areas andthe industrial policy of promote the regional division, including measures of supporting funds,establishing reform plots,forming pairs, adjusting structures of agriculture and industry anddeveloping high-tech industries. 2001~2012, Shandong province took" the regional coordinateddeveloping strategy of driving by Several regions" and implemented the policy of promoting thedevelopment of underdeveloped areas, the policy of promoting the development of key areas, thepolicy of promoting the transformation of resource-based cities and the policy of promoting theequalization of the basic public service, including measures of financial supports, buildinginfrastructures, poverty alleviation by science and education, poverty alleviation byindustrialization, forming pairs, all opening up, adjusting the layout of industries, promoting thedevelopment of key planning areas, giving assistance to resource-exhausted cities, thespecification and the optimization of developing mineral resources and recovery of ecologicalenvironment. Short-term effects of regional policy on changing regional economic gaps were clear inShandong province. First, investing in infrastructure worked immediately. Second, the effect ondriving underdeveloped areas developing.Third, development speed of regions changedpreliminary. Long-term effects of regional policy on changing regional economic gaps performedin four aspects in Shandong province. First, economic gaps among 17 cities were narrowed since2005. Second, several less developed counties accelerated, but the whole effect was not obvious.Third, "Breakthrough in Heze"was effect. Fourth, income of rural residents grew faster thanurban residents. Under the impact of regional policy, the regional gaps of the level of basicpublic service equalization in Shandong province has been narrowed since 2006, and theurban-rural gaps were narrowed also. Effects of regional policy on Regional development patternperformed in three aspects in Shandong province. First, spatial order of development has beenadjusted. Second, productive forces layout was optimized. Regional industries were reintegrated.Shandong province should continue to develop rational policies and to take effectivemeasures to promote regional coordinated development, according to the actual situation. First,Shandong province should deal with regional differences correctly and deal with the relationshipbetween the market-oriented and the government’s control correctly. The government should beinitiative and continue to implement a proactive "regional coordinated developing strategy ofdriving by Several regions". Second, Shandong province should further optimize the structure ofindustries, in accordance with the principle of regional relative, take advantage of the wholeregion, and form a unique system. Third, Shandong province should make the "the yellow-theblue-the area-the ring" play a role of bridge, in accordance with the situation of undevelopedareas, increase the level of inputing factors, and improve integration. Finally, Shandong provinceshould raise the level of opening up and enhance the scope and depth of participating in nationaland international economic cooperation and competition.
