The Study On The Strategy Of Regional Mutual Development In JiangSu Province

In the regional theory system, which is composed of regional economic development theory, interregional relation theory and regional economy policy theory, regional policy theory studies the strategy, planning, environment, governmental functions and the system of regional policy system. Starting from the case of the regional strategy of Jiangsu Province— "The Regional Mutual Development Strategy" of this province, taking the research of "regional mutual development" and its relevant concepts as its logic starting point, based on the practice and theories of regional mutual development home and abroad, in this dissertation, the author makes a systematic retrospect of the whole process to promote the regional mutual development in Jiangsu Province. In addition, he summarizes the basic connotation and the target system of mutual development strategy and he makes an analysis of the situation in which the regional mutual development strategy is implemented in Jiangsu. By studying the policy of advancing the regional mutual development strategy in Jiangsu, the author tries to construct a policy system to promote the regional mutual development in this province. His research fruits are as follows:(1) The theoretical definitions of a series of concepts with "regional mutual development strategy" as their core. The regional mutual development strategy means that in a certain region, its policy making authorities and local government make a comprehensive analysis of the elements, such as the region's development conditions, its development potentials, its resources distributions, its external situations and its economic structures, in order to establish a macro-planning which is applicable to its regional features and its economic and social development for the purpose of narrowing the development gap in the region and to achieve the goal of the interregional mutual development. This concept is derived from the study of the concepts of regional development, regional mutual development and so on.(2) Put the concepts, such as "regional strategy", "regional planning" and "regional policy" in a logical order. They are relevant to the study and practice of regional theory. In the practice of regional development, regional strategy is the long-term target;regional planning is the implementing scheme;regional policy is the implementing means of regional planning;the regional policy device is the concrete measure of the advancement of regional development. Taking the regional development as the goal, regional strategy, regional planning, regional policy and policy device have a relation of inheriting the former and enlightening the latter.(3) A correct regional policy is derived from the accurate judgment of the stage and the level of development. The undeveloped stage in the Northern Jiangsu Province is reflected by its low industrialization and even not having achieved the mid-term of it yet, for much of this region is at the beginning of industrialization. Thus, the question in Northern Jiangsu Province is to change its state and features of a agricultural society and to realize its industrialization and urbanization. So, the property of the policy promoting the mutual development in Northern Jiangsu Province, based on the analysis mentioned above, can be regarded as the measures to advance the industrialization and urbanization of this region.(4) The policy system promoting the mutual development of Northern Jiangsu Province includes : a) the institution basis with a clear and definite statute system, the specializedadministration organizations, the arrangement of policy procedures and the policy affecting objects;b) the policy option with the promotion of its industrial shift and the implement of the "strategy for the central part development", the "strategy for the coastal area development" and the step-by-step development from certain points to the whole region;c) taking the standardized regional fiscal subsidiary policy, tax-favored policy , the establishment of the Northern Jiangsu Province Funds and the special administrative organizations as the direct aiding devices for the development of Northern Jiangsu Province;d) taking the adjustment of the use of capital, the direct investment for infrastructure from the provincial government and the central government, the promotion of the rational establishment of industrial zones as the indirect aiding devices.
