Many oil companies are working to expand international space to get the oil resources inChina, Internationalization of talents competition is growing. As oil enterprises continuedstable and fast development, oil enterprises establish effective incremental talentmanagement system which has a critical role in the development of an enterprise on the basisof existing stock maintain corresponding growth in demand for incremental talent. Because ofthe oil companies have long time under the influence of the planned economy, also in a stageof transformation from personnel management to human resource management, whichhindering their participation in the competition. How to combine human resourcesmanagement and corporate strategy has become a petroleum enterprise to improve businessperformance and pursuit of long-term development is an important topic to resolve.This paper explore and establish incremental talents in petroleum enterprises managementconcepts and systems to improve incremental scientific, systematic and operationalcharacteristics of talent management, in order to achieve the overall strategy of petroleumenterprises services on the basis of the theory of strategy, human resources management,human resources, psychology, and so on. The article study includes incremental, incrementaltalents in petroleum enterprises management system framework, incremental talentmanagement (separation, using talent, cultivate and retention), incremental and strategic talentmanagement system of combination, incremental talent and talent fit and so on. The resultshows that:First of all, the paper define the concept of incremental talent, noting that incrementaltalent is a relative and dynamic concept that you should comparise and judge only underspecific scenarios, analysis on the characteristic of incremental talent, proposed5principles of incremental talent management, noting that incremental talent is universal and special;doing incremental talent management are great practical significance and far-reaching. It alsobring forward to attract incremental talent by talent of the stock, activate talent of the stock byincremental talent,pay attention to incremental talents, but also to intensify the developmentof training talents of the stock. We should improve efficiency by giving role of all kinds oftalents.Second, the paper analyze that talent management include selecting talents, cultivatetalents, use talents and retaining talent. Several interrelated and mutual checks, interaction,together constitute the integrated talent management system in enterprise organizations. Infocus analysis talent management exists of problem that oil enterprise talent management ofstatus, from strategy level, functions level and core level, it proposed oil enterprises that mustcombine business strategy and talent management, in a systematic, global vision tounderstand talent management, talent truly become the first resources of petroleum enterprisesto form science sector responsibilities clearly, job distribution, performance evaluation,compensation and benefits supporting personnel management system. This managementsystem is actually not only for incremental talent, but also for amount of talent of the stock.Third, the paper analysis selecting talents, cultivate talents, use talents and retaining talentin detail. Oil companies need to address the problem is proposed scientific and standardizedjob analysis. How to do well the work of talents must make a good talent planning, talentintroduction in the course of professional matches, and make recommendations on theintroduction of foreign talents in petroleum enterprises particularly graduates. Oil enterprisesshould pay attention to talent allocation, exert maximum benefits. It analysis attracting andkeeping staff of four elements, which give ways of targeted to enhance staff management. Italso bring forward that petroleum enterprises should pay attention to internal talentdevelopment, that is both emphasis on incremental talents training,but also stock of talenttraining.Finally, results are obtained that to consider incremental combination of talent andenterprise, talent management system’s validity in the links of implementing separation, talentmanagement, fertility and remaining. The paper build up a set of selecting, cultivating, usingand retention talents based on core values in order to achieve the goals of enterprise services through talent management to improve the fit between talent and organizations. Enterprisescan use talent measure closely coherence with the corporate strategy and talent to achievebusiness performance enhancement, ultimately promote maximize organizationalperformance. Articles make recommendations for oil companies retain talents of incremental,incremental job you "had just been" instead of "Excellence", enhance training and helpincremental talent into the enterprise, increase incremental talents of enterprise satisfaction,establish career planning to help incremental talent growth. Oil companies should strengthenconstruction of personnel system and human resource management information system.
