Based on the product nature of rural health care service and the theory of public finance, this dissertation analyses the implication of the conception and basic characteristics of rural health care & security system fiscal supported, illustrates the demand and supply equilibrium characteristic of rural health care market,and then constructs theoretical frame work for the current study. Through learning from the typical experience of success in the fiscal support for rural health care & security system (FSRHCSS) in developed countries and systematically exploring the evolution of the FSRHCSS in our own country, empirical research methodology was employed to examine the quantitative characteristics of FSRHCSS, to explore the weak points in the current FSRHCSS in our own country and their influence, and finally to analyze the reasons responsible for the weak points from diverse perspectives and predict a reasonable scale for FSRHCSS. Based on the above analysis, a FSRHCSS model is developed and relevant policy suggestions are put forward. The main research contents are as follows:1.The product nature of the rural health care provides theoretical foundation for fiscal support. The analysis of the demand and supply of rural health care service market indicates that the rural health care and security market is out of control due to the information asymmetry between doctors and patients, between the supply-induced demand and the product nature of rural medical care service. Low efficiency in private health care service strongly demands the government's intervention and efforts to get the health care market under control. On the other hand, in the process of government intervention,"government failure"will also appear, particularly in such forms as the error in the rural medical and heath care policy made by the government, inadequate intervention in the overcommercialized medicine and heath care market, which results in the inadequate and inefficient supply of medical care. Under the framework of public finance, the above government failure could be effectively conquered and the efficiency of providing public products and service will be greatly improved if the supply of the public products and service is conducted by government.2.The FSRHCSS transforms simultaneously with the development of economic system and fiscal system in a country.
